BLACK COMMUNITIES PREDATE BLACK GHETTOS In historical terms, Black ghettos are a recent phenomenon. According to Arnold R. Hirsch, author and professor of history at the University of New Orleans. In 1880 nowhere in the United States could anything resembling the modern black ghetto be found. Segregation ironically afforded Black communities, which can be defined as massive, geographically continuous, isolated places of almost exclusive black residence and institutional life, to be economically successful, culturally distinct compared to mainstream whites and surpassed neighboring white communities.
