BMO office Magam approved tender in favour of a blue-eyed company “It was Board Decision” BMO Kangan, August 30: Throwing all norms to winds, Block Medical Officer Magam who was promoted as Chief Medical Officer on Thursday approved the tender of a particular company without letting other companies know about the installation of an X-ray plant in Sub-District Hospital Magam. BMO, Magam, G.M.Dar made a mockery when he issued a tender notice on July 27 this year in a local Daily vide number BMOM/976 seeking installation of 300mA X-ray plant in the hospital from different companies. However, the irony was that the BMO in his tender notice had mentioned the name of specific brand ‘Wipro GE’ indicating that tender notice was just a formaility while the BMO had already allotted the job to the distributor of the said company. Leading medical equipment suppliers sought reason from the BMO and asked him why a specific tender notice was issued for an equipment which can be supplied by a number of other companies. Sensing trouble, Block Medical Officer issued another notice in the local Daily declaring that said tender notice stands cancelled. “Though he cancelled the said tender notice but we were sure that he had already allotted the job to Wipro GE in lieu of heft bribe. It was a slight mistake on his part that his ill designs came to fore,” an equipment supplier told CNS. Another supplier said that the first tender notice was given in the local Daily by the distributor of Wipro GE company instead of being given by the BMO office, Magam. “The cancellation was thereafter given by the office of BMO, Magam instantly to avoid query regarding the said advertisement, which being specific and against the norms. The plan to purchase a particular brand was decided in the office of BMO, Magam along with the local distributor of Wipro GE,” he said. Soon after the issuing of another notice, when three other firm approached BMO office, their bids were rejected on the pretext that the full documentation was not provided. When one of the quoting firms approached BMO office, which was denied the tender documents earlier was surprised to know that the documents were dully available but were not provided, which lead the quoted firm to miss some of the documents to file for the said tender. The supplies said that only three firms were asked to be present on the opening of the commercial Bid. “But when the proceeding started, except Wipro GE, the Board instantly informed all these firms that their technical bids have been rejected and only Wipro GE has qualified for the tender,” one of the suppliers told CNS adding that the Committee opened all the three commercial bids in absence of the representatives of one of the quoting firms and finally the supply order was issued to Wipro GE. “The equipment was already lying with the supplier who supplied the equipment within three days, which otherwise could take more than two weeks time to reach Srinagar for the company,” he said. When contacted, BMO, Magam, G.M.Dar told CNS that a technical error had occurred while issuing the tender notice. “We mentioned the name of Wipro GE, which is highly regrettable. I did not allot the tender in favour of the said company but it was the decision of the Board,” Dar said. (CNS)
