Because the constitution is supposed to be the foundation of the law, many other democratic nations require a referendum where every voter is consulted on proposed changes before any changes can be made. In Singapore, all that is needed is a 2/3rds majority of votes from within Parliament. Since PAP holds most of the seats, they are able to change the constitution easily. Shanmugam said that they want to keep it this way so they have the freedom to make changes quickly, giving them more control over how they want to tax Singaporeans and invest our reserves.
