Big Bad Hyderabad is the Bone of Contention! CWC resolution on creation of separate state of Telangana deliberately left unclear the status of Hyderabad and this is with a strategic intent : to bring Seemandhra and T leaders to negotiating table and using the city as a bargaining chip. Congress bosses hope that if Seemandhra leaders are given some concessions in Hyderabad city administration, they would fall in line with the high command wishes. The resolution approved by the CWC had merely said that Hyderabad would be the joint capital of the two states for a period of 10 years. MPs, ministers and legislators of all parties, who submitted resignations in the last two days, have raised concerns mainly about the status of Hyderabad after creation of Telangana. However, while being vague a draft cabinet note was prepared on how Hyderabad is to be administered. This now might be brought to the cabinet after the bargaining is over and a consensus emerges. Hyderabad would be defined as per the HMDA limits but under pressure from the T lobby, the size can be reduced to the GHMC limits. The HMDA limit (7257 sq km) is almost 12 times more than the GHMC area of 625 sq km under its purview. Indications are that the party bosses in favour of either a Union Territory status or some special centrally administered mechanism for Hyderabad during the interim period. Sources in Union home ministry point out that if the UT model does not work out, the Centre may make some special arrangement for Hyderabad, independent of Telangana and Andhra Pradesh governments. Informed sources told TOI that both options are open. "Union Territory status for the interim period when Hyderabad is common capital is the top priority of the Centre. It will assuage the apprehensions of Seemandhra leaders and people as central administration would not be partisan during the transition period. An alternative idea is a special administrative council on the lines now working in Ladakh and Leh in case the UT proposal is not viable," sources in the inner track . Meanwhile, Union Minister Chiranjeevi demanded that Hyderabad be made a union territory while minister Danam Nagender said he would oppose any move towards UT status for the city.
