Bilateral Agreements should come from one door. When the SOMALI FEDERAL GOVERNMENT want to sign bilateral agreement with the international community they should ask the assistance should pass through the main entrance of the Somali government in order to keep the country borders intact. We all know that many regional government are having piecemeal assistances from different donors. It is not good to have so many Somali states within a major state of Somalia. It is the duty of federal government to keep the country existence intact and never except regional separation of any sort. Please ref the Somali constitution passed in 1960 and the must be the frame work of the current government.
