Building a big propane terminal at Terminal 6, just across from fragile WHI, really does not seem like a good idea. Nor does bringing lots of trains here with propane from Canada, and then shipping the stuff for miles on the Columbia River. This incident below happened a few days ago in Albany. OIL TRAIN SHIPPER HAS PROPANE SPILL IN ALBANY By Scott Waldman 6:11 p.m. | Oct. 22, 2014 ALBANY—The company that brings most of the crude oil through New York state had a propane spill at an Albany facility Monday night, but did not notify county officials until five hours after the accident, Albany County Executive Dan McCoy said. Inspectors for Global Partners discovered a release of liquefied petroleum gas at the companys Erie Boulevard propane storage facility, which is located near the intersection of the regions two large highway systems, I-787 and I-90 and the Port of Albany. Global notified the Albany Fire Department, but brought in its own emergency response contractor to handle the spill. Company officials would not disclose the size of the spill. Because liquefied propane is hard to clean, Global burned off gas that could not be recovered. The flames from the burning off of the propane were still visible the next morning and were about 8-feet high, according to county officials. Global did not notify Albany County of the spill until about five hours later, McCoy told Capital. McCoy has proposed legislation that would penalize oil train operators for not reporting spills within an hour. Global has had a number of relatively minor oil spills at its facility is and has typically waited hours before notifying county responders, which has angered local officials who warn that they would be left unprepared for an emergency.
