CABINET SECRETARY HON. CHARITY NGILU COMMENDS STAFF Print E-mail Wednesday, 12 June 2013 The Lands, Housing and Urban Development Cabinet Secretary, Hon. Charity Kaluki Ngilu has commended staff in the Department of Lands, for rising to the occasion in the provision of services to wananchi, despite the challenges they faced, such as staff shortage and under-funding. In her inaugural briefing session by Departmental Heads at Ardhi House, Mrs. Ngilu cited the increase in revenue collection from ksh800million five years ago to current over ksh9.5billion, as some of the indexes of hard work, dedication and effective service delivery to the public. She however, challenged them to set bankable performance contracting goals , which would be achievable within the next six months, as one way of raising the bar in the service to mwananchi. “Challenges such as fake allotment letters and title deeds, delayed processing of titles, and land demarcation abound, but we must seek for the lasting solutions to the perennial challenges so as to give value to the salaries we earn’’, she stressed. The Cabinet Secretary cited past regimes which rewarded politically correct people with land but beneficiaries retained it for speculative purposes, leading to a loss of the much needed revenue for the government. She called on officers from the Lands, adjudication and Survey divisions to come up with strategies on how to address the Internally Displaced Persons, Forests evictees and some genuine landless persons with a view to resettling them once and for all. Mrs. Ngilu stressed the need for increased civic education in adjudicated areas the importance of title deeds, to enable such land owners create wealth. During the briefing session, officers cited staff shortage, and under-funding as an impediment to the implementation of their performance contracts. They urged the Cabinet Secretary to intervene, with a view to addressing the shortage of funds. Outgoing Permanent Secretary, Madam Dorothy N. Angote-Muya commended the ministry staff for giving her the support for the last five years, which enabled the ministry to improve in service delivery, revenue collection and positive image to the outside world. She said the past image of the ministry being a den of corruption was now being replaced with positive comments from the public and confidence in the staff that serve them as seen from increased flow of the public in the banking hall. In the next financial year, the government will increase the level of funding after it received a reasonable number of revenue from the ministry, in order to undertake key programmes such as land adjudication in six provinces, and resettlement of Internally Displaced persons, she added. Masinde(Physical Planning), Mrs. Esther Ogega(Land Adjudication and settlement), Mr. Ephantus Murage(Surveys), Mr. Zablon Mabea(Lands), Mrs. Lynn Nyongesa(ICT), Mr. Samson Ongalo(PAC), among others.
