CCA letter details terms of offer to build shelter By Chris Van Ormer Construction could start soon on a new animal shelter for the county near its Lecanto detention facility. “CCA would propose to design and construct the new animal shelter in conjunction with county staff,” states a July 24 letter to County Administrator Brad Thorpe from Thomas Alsup, senior director of partnership relations with Connections Corporations of America (CCA), the company that operates the county detention center.
