CITY OF LOS ANGELES Office of Mayor Eric Garcetti Job Title: Homeless Policy Coordinator Closing Date/Time: Continuous Salary: TBD Job Type: Full-Time/Exempt Location: Los Angeles City Hall BACKGROUND: In 2013, the Los Angeles Homeless Services Authority (LAHSA) reported that there are almost 23,000 homeless individuals in Los Angeles County. Chronically homeless people are among the most vulnerable people in the homeless population. They tend to have high rates of behavioral health problems, including severe mental illness and substance abuse disorders, conditions that may be exacerbated by physical illness, injury or trauma. To address chronic homelessness, permanent supportive housing is a proven model with a success rate of 85%. California has more homeless veterans than any other state. LAHSA’s 2011 Greater Los Angeles Homeless Count found that there are almost 2,600 homeless veterans in the City. There are many reasons veterans become homeless, including poverty, lack of support from family or friends, substance use, or mental health challenges that may develop or worsen as a result of trauma they experience while serving. POSITION DESCRIPTION: The Mayor’s Office of Economic Development collaborates with local, state and federal partners to coordinate resources to end homelessness. Building on current efforts, the Homeless Policy Coordinator is responsible for implementing the strategy to address homelessness and working with partners to coordinate resources and to develop and administer policy that ultimately ends homelessness. The successful candidate will perform a variety of administrative functions and work collaboratively with city departments, community organizations, philanthropy, federal and state agencies, nonprofits, lenders and other stakeholder to advocate for and build on current efforts by coordinating the necessary support services and projects. The Homeless Policy Coordinator is housed in the Mayor’s Office of Economic Development as part of both the Planning & Housing Policy and the Workforce and Human Capital teams. COORDINATOR RESPONSIBILITIES: • Partner with stakeholders, including but not limited to, governmental, non-profit, philanthropy and community-based organizations to coordinate resources, to develop policy or secure resources to house and provide services to homeless people to end homelessness. Identify opportunities and policies that the City must initiate or implement to achieve goals. • Participate in collaborative meetings and work with partners to identify tactical actions and policies and advise the Mayor’s Office on issues affecting homeless people. Work with partners to implement needed policies. • Strategically coordinate and leverage public and private resources for additional assistance to homeless people. • Represent the Mayor’s Office at various collaborative and community meetings and act as liaison to stakeholders such as the City Council, state and federal agencies, service providers, advocates, philanthropy and other stakeholders. • Reach out to and develop relationships with community groups, advocates, government entities, service providers, philanthropy and other stakeholders. • Monitor and analyze policy and work with partners to develop needed policy. • Other duties as assigned. QUALIFICATIONS AND EXPERIENCE • Bachelor’s degree in related area. Master’s degree in Public Policy, Social Work, or related area preferred. • Familiarity with homeless policy. • Strong writing, organizational, communication and interpersonal skills. • Ability to interact and work well with others in a diverse team environment. • Experience working in complex political environments and can manage multiple projects, resolve conflict effectively and respond appropriately to deadlines.
