COMESA M&E ONLINE COMESA staff is undergoing training on the use of a newly developed Monitoring and Evaluation On-Line System. The system combines management information systems and monitoring and evaluation. It will be used by the COMESA Secretariat, its institutions and Members States to report on implementation of programmes. The system, dubbed COMESA 24/7 Online was developed through a World Bank grant of US $869,000. It is aimed at building the capacity of COMESA in monitoring the implementation of programmes. Last month, a new policy and guidelines on M&E were also endorsed by Member States. This paves way for the integration of M&E as a core function of COMESA in programme implementation. Currently, the regional economic bloc does not have an institutionalized M&E framework. This has been partly blamed for the slow implementation of the decisions made by Council of Ministers and the Authority of the Heads of States over the years The development of the policy and guidelines and adaption of the M&E online systems is expected to significantly raise the level of implementation of COMESA programmes.
