Tension grips DoF office Written by Tribune Wires Thursday, 04 December 2014 Tension has gripped the One Stop Shop Interagency Tax Credit and Duty Drawback Center (OSS-Center) as restive employees have threatened to press officer-in-charge Sheila Castaloni to reveal what she knows about corruption at the Bureau of Customs (BoC), Bureau of Internal Revenue (BIR), and Punongbayan accounting firm, her former employer. In a supplemental complaint submitted on Oct. 29, 2014 to Finance Sec. Cesar Purisima, OSS-Center deputy executive director Carmelo Casibang and supervising tax specialist Enrico Dural said protesting OSS-Center workers are “seriously thinking” of demanding Castaloni to give specific names of BIR officials, who could be paid to issue or certify fraudulent documents. Casibang and Dural, who represent 34 of the 57 OSS-Center employees, who were asking Purisima for her immediate dismissal, were “equally serious” to report to the Office of the Ombudsman for an investigation Castaloni’s statement that a BoC deputy commissioner was receiving the alleged weekly bribe money through a third person. Casibang and Dural also said they would report to the BIR for an immediate probe on Castaloni’s statement that private firms like Punongbayan are capable of producing five sets of books of accounts to mislead tax collectors. The protesting workers have filed the supplemental administrative complaint to bring to Purisima Castaloni’s alleged violations of the Civil Service Law and the Department of Finance’s Code of Conduct and seek a preventive suspension to stop Castaloni from tampering critical office documents and papers in her possession. It was a follow-up to their main complaint, which sought Castaloni’s dismissal for gross misconduct, oppression of co-workers, discourtesy, incompetence in the performance of official duties, neglect of duty, and being notoriously undesirable. The protesting workers took issue with Dural’s confidential memorandum to Purisima quoting Castaloni as saying that the validation conducted by the OSS-Center on the books of accounts and value added tax returms of exporter-claimants was not reliable “since the BIR officials can be paid to issue or certify fraudulent documents.” They took issue with Castaloni’s claims that a BoC official was allegedly receiving P4 million in bribe money every week through a third person and accountants could produce five sets of books for client-firms. Casibang and Dural allleged that Castaloni was unfit to head the OSS-Center because of her indifferent attitude to textile firms despite the assessment of the Board of Investments that the textile industry remains “distressed.” Also, they took issue with the fact that Castaloni is a non-career public official, who has yet to undergo training to become a Career Executive Service Officer (CESO). They said the existing civil service laws and rules prohibit non-career, non-CESO officials like her from being appointed as officers-in-charge, executive directors or supervisors, who exercise control or supervision over regular and career personnel in state agencies.
