CONGRATULATIONS! I personally congratulated the Rivers state Governor for the appointment of Justice Peter Agumagu as the substantive Chief Judge of the state soon after the ruling of the judgement made by the State High Court that it is the responsibility of the Governor to appoint a chief Judge of the state but not the Nigeria Bar Association ( N. B. A). Hower, this ruling stand clear that the exercise of powers of appointment & disciplinary powers are, all, essentially acts of the Executive. Although, in most cases the Judicial Service Commission is the repository of the power of appointment & disciplinary power but the appointment to this Commission, is ultimately based or made by the Executive.
