CONSTITUTION OF THE WESTWOOD WARRIORS FENCING CLUB ARTICLE I Section 1. The name of this organization shall be the Westwood Warriors Fencing Club. Section 2. Our club colors will be orange and white to honor our alma mater. Section 3. This club will at all times remain a United States Fencing Association sponsored and insured club as to further promote safety and legally stand as a legitimate fencing club. Section 4. Our United States Fencing Association certified Coach is Gary Murray and our mother club is the Round Rock Fencing Club. Our Coach holds safety as the highest priority and boasts a life record of no fencing related injuries in any of his clubs. Section 5. Our Coach makes the Westwood Warriors Fencing Club possible by volunteering his time free of charge for the purpose of sharing his love for and providing the modern Olympic art and sport of fencing to students who might otherwise never receive such an opportunity. ARTICLE II - PURPOSES Section 1. To provide an outlet completely free of charge through which any Westwood student can safely gain experience in and knowledge of the modern Olympic sport of fencing under the supervision of a volunteer, certified Coach. Section 2. To interest others in the study and appreciation of the modern Olympic sport. Section 3. To provide a forum in which to recognize outstanding achievement in the modern Olympic sport of fencing through refereeing, coaching, equipment maintenance as an armorer, and fencing at events sponsored by the United States Fencing Association. ARTICLE III - MEMBERSHIP Section 1. Student Membership a. Student membership is open to all persons enrolled at Westwood High School. b. Student members shall also be members of the United States Fencing Association. Section 2. Sponsor Membership a. Sponsor membership is open to any interested Westwood teacher. b. Westwood Warriors Fencing Club sponsors shall also be members of the United States Fencing Association. c. Westwood Warriors Fencing Club sponsors do not pay the membership dues and do not have voting privileges. ARTICLE IV - ELECTIONS Section 1. Elected Officers The elected officers of the Westwood Warriors Fencing Club shall consist of a president, a vice president, a secretary, a scribe, and two student council representatives. Section 2. Appointed Officers The appointed officers of the Westwood Warriors Fencing Club shall consist of two student council representatives. Section 3 Volunteer Chairpersons The volunteer chairpersons shall consist of chairs for the following committees: Big Brothers and Sisters, Bulletin Board, Homecoming, Fundraising, Field trips, and Parties. ARTICLE V - THE REPRESENTATIVE ASSEMBLY The representative assembly shall be composed of the members of the club present at meetings. ARTICLE VI - AMENDMENTS Section 1. All proposed amendments to the constitution must be submitted in writing to the Westwood Warriors Fencing Club secretary by January 31. Section 2. Copies of all proposed amendments must be given to every officer at least two weeks prior to voting. Section 3. All proposed amendments must be considered by the officers prior to voting. Any proposed amendment not receiving the approval of at least one half of the officers shall not be considered by the Representative Assembly. Section 4. The Representative Assembly may adopt proposed amendments to this constitution by a 2/3 vote of those present at the voting. BYLAWS OF THE WESTWOOD WARRIORS FENCING CLUB ARTICLE I - MEETINGS Section 1. The officers and sponsor shall meet once per month and extra times if deemed necessary at the call of at least three officers. Section 2. All officers are expected to attend every meeting. Any officer who is unable to attend a meeting must send an informed proxy. Section 3. The representative assembly shall meet the first Wednesday of each month from 4:20 right after school to 5:00. ARTICLE II -QUORUM Section 1. A quorum of the officers and committee chairs shall be a simple majority of their members. Section 2. The number of members present at the voting meetings shall be a quorum for the Representative Assembly. ARTICLE III - QUALIFICATIONS OF OFFICERS AND CHAIRPERSONS Section 1. All officers and chairpersons must have at least one year of previous fencing experience at a United States Fencing Association sponsored club. Section 2. The president and vice president may not hold the same position twice. Section 3. Officers may not be chairpersons. ARTICLE IV - DUTIES OF OFFICERS AND CHAIRPERSONS Section 1. The President a. Shall preside over all meetings. b. Shall appoint the student council representatives and be an ex officio member of all committees. c. Shall be responsible for arranging the officers’ meetings and giving adequate notice of at least two weeks to officers, chairpersons, and the sponsor. d. Shall carry out the policies of the United States Fencing Association and shall perform other functions usually attributed to this office. Section 2. The Vice President a. Shall preside in the event of the President’s absence or assume the position of President should a vacancy occur. b. Shall be responsible for the reference books and rules for competitions. c. Shall be responsible for accurately maintaining a record of activities that each of the members is involved in for purposes of selecting students to go to state level competition. d. Shall maintain the club bulletin board. Section 3. The Secretary a. Shall publish the minutes of all official meetings within two weeks of their occurrence. b. Shall keep all records of the Westwood Warriors Fencing Club especially accurate records of policy decisions of the officers which he/she will publish for all club members to view. c. Shall be responsible for the recruitment of new members and the promotion of the modern Olympic sport in the school. d. Shall work with the Bulletin Board Committee and other officers to keep members informed of club business, activities, and functions. e. Shall plan and carry out the membership campaign. f. Shall issue membership lists to all officers and the sponsor at the first meeting after the membership drive closes. g. Shall give the membership report at the first meeting after the membership drive closes. h. Shall call roll at all general meetings. i. Shall assist the President when required. Section 5. The Student Council Representatives a. Shall represent the club at all Student Council Meetings. b. Shall report back to the club about Student Council and school activities that concern the club. Section 6. The Committee Chairpersons a. Shall represent the views of their committees on policy decisions. b. Shall be responsible for having a report present at every regularly scheduled meeting. Section 7. All Officers a. Shall keep accurate and complete records of their office to pass on to the new officers. b. Shall be responsible for the informing of the other officers, the general membership and the sponsor of the activities of their office, and provide them with any information for the completion of their duties. c. Shall be responsible for a complete revision of the constitution every five years. d. Shall be responsible for having a report present at every regularly scheduled meeting. ARTICLE V - POWERS OF THE OFFICERS The officers shall: a. Make all policies of the Westwood Warriors Fencing Club. b. Replace any officer who for whatever reasons is not able to complete the term of his or her office. The officers shall take into consideration the recommendation of the sponsor. c. Replace any officer who misses any two meetings without a satisfactory explanation. ARTICLE VI - POWERS OF THE REPRESENTATIVE ASSEMBLY The Representative Assembly shall: a. Elect the officers of the Westwood Warriors Fencing Club. b. Vote on all amendments and revision of the constitution and bylaws. ARTICLE VII - STANDING COMMITTEES Section 1. The Big Brothers and Sisters Committee a. Members must be in their Junior or Senior year. b. Shall encourage first and second year student club members through gifts and thoughtful gestures.. c. Shall organize a participation drive, match pairs of students, and follow through to make sure all are participating. Section 2. The Bulletin Board Committee a. Shall use the Westwood Warriors Fencing Club bulletin board to promote the modern Olympic sport of fencing and to notify members of important club related news. b. Shall create interesting, helpful displays that will change at least once each six weeks. c. Shall create and maintain the Westwood Warriors Fencing Club web page. Section 4. The Homecoming Committee a. Shall design and create the Westwood Warriors Fencing Club homecoming float. b. Shall ride on the float and choose others to ride along with them, based on criteria they have devised previously. c. Shall involve club members in other Homecoming events as appropriate. Section 5. The Fundraising Committee a. Shall come up with fundraising ideas and ideas for increasing participation in fundraisers. b. Shall develop profit/loss and viability analyses. c. Shall help organize and distribute fundraising materials. Section 6. The Field Trip Committee a. Shall actively search for enjoyable, appropriate, educational, low-cost/no-cost field trip opportunities. b. Shall help in the planning and organizing of the trips. c. Shall distribute and collect permission slips. Section 7. The Party Committee a. Shall promote fellowship and fun in the name of the modern Olympic sport of fencing. b. Shall find hosts for parties or plan appropriate parties for class time. c. Shall plan themes and activities. d. Shall help set up before and clean up after parties. e. Shall obtain written permission from parents of hosts. f. Shall make sure all Westwood policies are adhered to at parties. ARTICLE VIII - SPECIAL COMMITTEES The President shall appoint special committees as they deem necessary and shall discharge them upon the completion of their assigned duties. ARTICLE IX - ELECTIONS Section 1. Nominations a. Any member who has paid his or her dues by the announced deadline may nominate a candidate for office. b. All nominations shall be recorded by the Scribe no later than one week before voting. c. All candidates shall speak before the members present at the voting meeting. d. All candidates shall write a short message to members regarding their qualifications, ideas, and other information they feel relevant. These messages shall be posted in the classroom for a week prior to voting. e. If there is at least one properly filed candidate for an office, no nominations from the floor will be accepted. Section 2. Voting a. All voting shall be by secret ballots polling the voting members. b. Voting shall be held within one month from the start of or before the end of the school year. c. Simple majority of votes cast are required, except for unopposed candidates, which must receive more votes than abstentions. d. New officers shall be installed within one week of voting. Section 3. Selection of Chairpersons a. In most cases, selection of chairpersons shall be made on a first-come, first-served basis. b. No more than two people shall chair a committee. c. When a simple majority of the officers and/or the sponsor finds a volunteer inappropriate for their desired committee, the officers and sponsor shall choose from the remaining volunteers. Section 4. Terms of Office All officers and chairpersons shall serve from their election or selection until the fulfillment of their duties. Section 5. If any office does not have a candidate after the voting, any qualified candidate may present an application for that position to the newly elected consuls. At the first officers’ meeting following voting the officers shall examine the applications received and vote. ARTICLE X - AMENDMENTS Bylaws may be amended by a 2/3 vote of the Representative Assembly provided the proposed amendments have been studied and approved by the officers and sponsor. ARTICLE XI - RATIFICATION OF THE CONSTITUTION AND BYLAWS The Constitution will be ratified when the Representative Assembly has voted on and approved it by a 2/3 majority.
