Cadre policy crippling our Municipalities ANC’s organizational directives and cadre deployment policy is adversely affecting public service. On-going service delivery protest is the direct results of wrong cadres imposed upon the communities to serve narrow interests. Officials with vision, competency and highest ethical standards are needed for effective service delivery in our municipalities irrespective of colour or political affiliation. I always say, there is too much politics in every aspect of our lives and unconsciously promoting racial sensitivity. Most people, across all racial divide are eager and prepared to rebuild this country with us, but we are frustrating their efforts with our racial tones and quotas from the highest offices in the land. Our country has a wealth of learned, educated and experienced people in every society who are not necessarily members of the ruling party and we should draw from their experience in order to effectively implement government programmes. If we are indeed a rainbow nation and a responsible society, we need to appreciate added value that comes with diversity. If indeed political appointments by any ruling party at any given time are so crucial to ensure that its mandate is properly executed, then appropriate skills in Engineering, Public Financial Management and most importantly VALUES should also be “thee” consideration. People must be fit for purposes. Of course, it remains imperative that we continue to redress the historical and social inequalities of our country. Days of fast-tracking the deployment of comrades, irrespective of whether they are skilled or not is over. The legacy of apartheid or lack of funds is no longer an issue; it is because of comrades fighting one another for positions, tenders and consultancy work in municipalities. Funds are being mis-appropriated to things that has nothing to do with development other than political patronage and most municipalities are faced with service delivery protests precisely because of that.
