Caring for Children without Parental Care - A National Roundtable regarding Deinstitutionalization Pursuant to the the Reform of Social Services, MMSR and UNICEF organized a National Roundtable in Albania regarding Deinstitutionalization with specific subject: Caring for Children without Parental Care. The National Roundtable was organized in the premises of Orphanage Zyber Hallulli in Tirana. During the round-table the results of Survey of children in public and private residential institutions in Albania were presented. The Survey took place from February to May 2014 and it involved 857 children in a total of 24 government and non-government residential institutions and 154 children with disabilities in 8 government and non-government development centers. The recommendations provided from the survey that will be implemented from the MMSR pursuant to the Reform of Social Services are: 1. Monitoring monthly admissions & discharges of children in the institutions 2. Unblocking the development of foster care with special requirement for foster care placements to be authorised by courts 3. Discourage NGOs from providing residential care. Instead encourage NGOs to develop prevention services and foster care 4. Social workers to be placed in maternity hospitals 5. Develop National Deinstitutionalization Strategy & Action Plan which will include: •Priority will be given to children 0 to 3 years •Universities to produce graduates with practical social work skills •Local government structures to employ social workers •Local gatekeeping procedures
