Finally, a well-balanced account in The Telegraph of the state of affairs in the so-called "Oust-Sarkar" plan: (Note, the VC of Aliyah University, another WB State University, is 68 years old, and being further extended by the Government). ------- "Education department officials said tonight that if the government was showing signs of backtracking on the oust-Sarkar plan, it was because several loopholes had emerged in its defence of the move. In the Presidency University Act, 2010, which elaborates the role and recruitment of interim VCs, there is no mention of a 65-year ceiling for an interim vice-chancellor. The Presidency University Amendment Act, 2013, which has partially amended the 2010 act, mentions the age bar but it applies only in case of a full-term vice-chancellor who “shall hold office for a term of four years or till he attains the age of 65 years, whichever is earlier, and shall be eligible for re-appointment for another term of four years or till he attains the age of 65 years, whichever is earlier”. Such a full-term vice-chancellor has to be selected by a panel made of the governor’s nominee, the state’s nominee and a nominee of the university’s governing board, which has yet to be constituted. Marjit’s panel has only government nominees, all known to be close to the ruling party. A sub-clause of the 2010 act says: “If for any reason, a vacancy occurs in the office of the first vice-chancellor before the expiry of the period of his office, then, the chancellor may, in consultation with the minister… appoint another person to be the vice-chancellor… (for a period) not exceeding three years, as the chancellor thinks fit.” In Bengal, there are instances of even full-term vice chancellors holding office beyond 65 years. “Aliah University vice-chancellor Samsul Alam is 68 years old.
