Central Information Commission (CIC): While holding that information revealing the names of those who recommend individuals for the prestigious Padma awards every year does not qualify to be personal information or confidential information, the disclosure of which would cause unwarranted invasion of privacy of the person recommending it, CIC directed the government to reveal the list of persons making such nominations for the awardee. CIC allowed the appeal filed by RTI activist, Subhash Chandra Agrawal seeking the said details and held that it would be in the interest of the public to make the process of such selection transparent. CIC rejected the contention of the government that name of recommending authority is personal information and cannot be provided and said, “such information does not qualify to be personal information or confidential information the disclosure of which would cause unwarranted invasion of privacy of the person recommending it as it is open to the public at large to file such nominations for the highest civilian award of the country.” (Subhash Chandra Agrawal v.
