Chapter 16, In 1970, organized crime were working together with Blacks and Spanish groups to promote gambling in their neighborhood. The street rules were If you didnt pay tribute to a crime family member you were breaking their laws. Promoting gambling with out their permission was to pay with blood. You would get a visit from their enforces and get a bad betting from them. After they finish with you most likely you need to go to the Hospital to recover from your broken bones. Then after you get out of the Hospital they make you an offer. You can go back to promote gambling, But now you work for them or they kill you. The mafia was the street law back in the 70s, they ruled with their iron fist and their guns.
