Cities across Minnesota are struggling with a shortage of volunteer firefighters. An estimated 96 percent of fire service is dependent on volunteers to respond to emergency calls. Most volunteers are considered paid-on call, but the pay is only around $15 an hour, with a small pension after years of service. Some departments are getting creative by trying to recruit volunteers at garage sales and passing out flyers to joggers. More on First News.
