Civics Lesson 101--How a bill is made Congress starts by introducing the bill in either the House or the Senate or both Committee--the bill goes to committee and/or subcommittee Floor Action--the bill is placed on the calendar Debate--the bill is debated in both the House and the Senate if they have similar bills. Vote--the bills are voted upon and if passed sent to the other chamber, if neither passes the bill it dies, if both pass the bill and they are the same it goes to the President for signing. If they are different they go to the Conference Committee to reach a compromise, then they are sent back to both chambers of Congress for approval. The President can either sign it, or veto it, or not sign it (called a pocket veto) In any event the President does not start or make legislation, that starts in Congress, which in the case of the present one is not happening. MORAL of this discussion--you want to blame anyone, blame your legislators who are not doing their jobs, not the President. In the case of recent immigration problems he IS following the law as laid down by former President Bush which states that all illegal minors must have due process before being returned. PUT THE BLAME ON THE CORRECT GOVERNMENT ENTITY IF YOU WANT TO POINT FINGERS
