Columbia: FARC-EP, News from the Peace Talks 21 March 2014[En] 20 March 2014 Without truth, theres no history; without history, theres no national consciousness: FARC FARC-EP publicly denounce death of guerrilla fighter in state prison Havana, Cuba - Chief negotiator of the FARC-EP Iván Márquez, at the start of the 22nd round of peace talks, read a document about the need to establish a Truth Commission, in order to investigate and analyze the roots and the responsibilities of the internal conflict in Colombia. The arguments in favor of the creation of this commission are overwhelming. If we dont create it and dont establish instruments to carry out this important mission, we will undermine the effort in which we are engaged, according to Iván Márquez. The document reveals a frank concern by the insurgency, regarding the silence and inoperability of the national government on this issue. The rebels wonder how to start the next item on the agenda - Victims - without establishing responsibilities, without studying the facts that generated violence. On numerous occasions, the FARC-EP has repeated the importance of creating such a commission. However, the government delegation has never replied to it; they remain in absolute silence. The document mentions plenty of international examples of peace processes in which similar commissions were established: Argentina, South Africa, Germany, Indonesia, among others. He made clear that its almost impossible to not link this decision to electoral purposes (...) and it raises serious doubts about the issue of political participation. The comandante recalled that in the partial agreement on political participation, formulas were established to expand democracy. However, these type of decisions dont really favor this purpose, since they completely ignore peoples will. The fact that the right-wing mafia has taken over power in the country, as the spokesman stated, has a negative impact on the peace talks, and on the trust between the two parties - an essential element for a successful dialogue. The journalists also asked about the news of public order - the death of two policemen and the kidnapping of five people in Meta; issue which was treated cautiously by Márquez. He left clear that until the moment he wasnt able to provide certain information. He did emphasize the permanent disposition by the FARC-EP to initiate a bilateral ceasefire. The governments reasons to reject this proposals are based on military illusions, expressed Márquez. We believe this is a totally wrong decision, which doesnt help in the construction of trust and peace. He repeated the FARCs Plan B: a treaty for regularization of the war, to lessen the suffering of the civil population and combatants from both sides. Finally, the comandante publicly rejected and denounced the death of a guerrilla fighter, Ramón Emilio Mallarino, in a state prison in Boyacá, because of lack of medical care.
