Comon Folks, really. You can legally wear clothes that properly covers you up like pajamas, or even your underwear in public, but if you partially show it then its illegal? Thats what they (Progressives) want...to dumb you down. To condition you. Lets compare to an identical stupid and unconstitutional law. Concealed Carry. In Louisiana where we respect and mirror the constitution you can open carry, yet if you conceal a weapon (allowed under the Constitution) but part of it sticks out, say in New Orleans then your illegal, even with a CCP.. Partially showing in both instances illegal, full showing legal (except in unconstitutional New Orleans which is why they have a higher crime rates than J.P., which has more people).
