Comrades and Advocates of Good Governance, The INTERNATIONAL CENTRE FOR DEVELOPMENT AND BUDGET ADVOCACY (ICD) was there on the 7th day of November 2013 as a STAKEHOLDER in Public Finance Management in Nigeria as the National Association of Public Accounts Committees (NAPAC) was inauguarated in Abuja. NAPAC has 38 chapters made up of the 36 State Houses of Assembly and the two chambers of the National Assembly. NAPAC is aimed at 1. Developing standard proceedures and processes to achieve the constitutional mandate of the Public Accounts Committees as enshrined in Sections 85 and 125 of the 1999 Constitution as amended and other extant Acts; 2. Provide avenue for interaction, sharing experiences ,ideas and information,etc among members on issues relating to the functions of Public Account Committees. 3. Develop the individual capacity of members , 4. Promote good governance in Nigeria 5. Liaise with the Offices of the Auditor –General for the Federation and the States to adopt international best practices in auditing and production of Audit Reports 6. Collaborate with bodies such as anti-corruption agencies, civil society organisations, et.c in ensuring transparency, probity and accountability in the management of public funds of the nation; 7. Liaise with national, regional and international Association of Public Accounts Committees such as Association of Public Accounts Committees of South Africa, West African Association of Public Accounts Committees etc; 8. Develop the capacity of Public Accounts Committees’ staff and Secretaraits. It was a very good outing and ICD participated in the plenary ,seeking for the way forward in the course of resolving the challenges facing public finance management system and accountability in Nigeria. We at the International Centre for Development and Budget Advocacy ,congratulate the Senate Committee Chairman on Public Accounts, his House of Reps counterpart and all those stakeholders and members from the states for this major breakthrough. Kudos also go to the Auditor-General for the Federation, Accountant General of the Federation,World Bank and the Policy and Legal Advocacy Centre (PLAC) for their contributions to the sucessful launch of this Association.
