For a city so effectively aligned with planning, its an obvious shortcoming that Police Commissioner Hales has established neither benchmarks nor timelines for reforms he might unilaterally initiate. The Settlement Agreement was not the be-all and end-all of necessary changes, merely that which was mandated in a backroom deal ... worked out in one of the previous City administrations that have - for a generation - let problems fester. The attitude of the City remains do as little as possible and dont do more than is forced on us. Which means it is necessary to keep up the pressure and continue to make demand.
