Cost Safety Management VS Process Safety Management During my work in many organizations, I often see the Ghosts of Bhopal and BP Texas City incidents being repeated in two ways: 1. Cost cutting without assessing the effects of the cost cutting on process safety 2. Managers keeping quiet when funds are not allocated for clear and present process safety risks. With more and more managers not continuing in organizations for a longer period, they are looking only for short term fixes which will accommodate the cost restrictions imposed from headquarters! Even if there are well established RCA techniques to bring out such reasons during the course of investigating process near misses and incidents, I often see there is a reluctance to bring out such issues. Of course, all this depends on culture of the organization. But I have a sneaky suspicion, this happens even in the best of organizations. Ultimately do we need CSM (Cost Safety Management) instead of PSM?? Your views, please....
