Council-2014 Question Hour Work on Thandapani stadium to be started after land issue is resolved: Sadhotra Rs. 7.39 cr each for Handwara, Kupwara towns under R-APDRP JAMMU, March 05- Minister for Planning, Labour and Development, Mr. Ajay Kumar Sadhotra replying to a question by Mr. Ravinder Kumar Sharma today informed in the Legislative Council that the work on sports stadium at Thandapani was taken up for which Rs. 1 Lakh was provided by the concerned MLC during the year 2011-12. However, Forest Department claimed the proposed piece of land for construction of Stadium pertains to them. The construction work on the project was stopped and the land issue is yet to be resolved, he added. The Minister replying to supplementary by Ghulam Qadir Pardesi assured that as soon as the land issue is resolved, the construction work on the stadium would be started. Replying to another question by Mr. Vijay Bakaya, the Minister informed that the Government is committed to ensure uninterrupted power supply to the metered areas. He said due to losses sustained on account of illegal hooking, pilferage and theft resorted to by the consumers; the department has issued curtailment scheduled of 2 hour power supply in metered areas. The Minister informed that in the unmetered and partially metered 11KV feeders, 8 hours normal curtailment is being carried out. The T&D losses are still around 53% which clearly indicate that energy is not billed up to 100% even in metered areas, he added. Mr. Sadhotra said that sometimes regular power supply gets affected due to break down and outage of Grid Stations and damages to the system network caused by natural calamities, vagaries of weather, failure of electrical equipment, adding that all such outages are attended on priority to ensure power supply to all affected areas. Replying to another question of Syed Mohammad Rafiq Shah raised by Dr. Bashir Ahmed Veeri, Mr. Sadhotra said that the power infrastructure in District Kupwara is old, which requires maintenance and improvement. The Minister informed that HT/LT network improvement scheme has been launched in the State for which an amount of Rs. 20 crore (Rs. 1 crore per district) has been allocated, of which Rs. 0.5 crore per district have been released so far during the current fiscal. Mr. Sadhotra informed that the aim of the scheme was to replace the rotten poles, un-serviceable/ unauthorized conductors; replacement of un-authorized/ sub-standard line supports with standard poles, replacement of damaged LT cables of Distribution Transformers, replacement of damaged insulators and damaged earthing of Distribution Sub-Stations. Priority is accorded to vulnerable spots where distribution network poses risk to life and property. As many as 38 Mohalla/ villages of Kupwara District have been taken up under the scheme during the year 2013-14, he maintained. The Minister further informed that R-APDRP scheme has been sanctioned for 30 towns of the State for the areas having population 10,000 and above. He said Handwara and Kupwara towns are also covered under the programme with an estimated cost of Rs. 7.39 cores for each. The provision of Aerial Bunched Cables (ABC) and High Voltage Distribution System (DVDS) in R-APDRP shall help in revamping of distribution system in these areas, he maintained. Mr. Sadhotra said that the Electricity Tariff in J&K is being determined by Jammu and Kashmir State Electricity Regulatory Commission (JKSERC) which is an autonomous body established under J&K Electricity Act 2010. He said that the Commission fixes tariff of all consumer categories including domestic category in a transparent manner, adding that the monthly bills of electricity charges are issued to the consumers as per the existing electricity tariff approved by J&K SERC. He further said that there are 17568 domestic, industrial and commercial consumers metered and about 356191 non- metered consumers of all categories in District Kupwara. In replying to another question by Mr. Naresh Kumar Gupta, the Minister said that in view of the creation of new administrative units in the State, the respective Deputy Commissioners have already been advised to prepare plan for re-organization of the units (Proposed/fixed) on rational basis for public convenience and administrative viability. The Minister said that there are two Judicial District/Sessions Divisions in Revenue District Doda, of which one Headquartered at Bhaderwah, having jurisdiction in Civil and Criminal matters, triable before District Judge, in respect of Bhaderwah and Gandoh (Bhalessa) and the other headquartered at Doda having similar jurisdiction over Doda and Thathri. However, the Court of Additional District and Sessions Judge Doda has Jurisdiction over entire District Doda under prevention of Corruption Act. Opening of Timber Sale depot at Haripur under consideration: Altaf JAMMU, MARCH 05: The proposal for opening of Timber Sale depot Haripur Tehsil Hiranagar, District Kathua is under examination and will be considered keeping in view the past precedence, feasibility, availability of infrastructure and manpower in the department. The information was given by Minister for Forests and Environment Mian Altaf Ahmad while replying to a question by Mr. Subash Chander Gupta in Legislative Council today. DPRs of four- lane Pandach- Beehama Sector framed: Wani The DPRs for four lanning of Pandach-Beehama sector (Phase-I, Km-1 & IInd) costing Rs. 25.32 crore comprising Rs. 12.48 crore of acquisition cost and Rs. 12.84 crore of Development cost has been framed. The work shall commence after availability of funds. The information was given by the Minister for R&B, Mr. Abdul Majid Wani while replying to a question by Sheikh Ghulam Rasool in the Legislative Council today. The Minister further informed that the road stretch km 12 (Batpura) to Km 30 (Wayil Junction) of Srinagar-Sonamarg is of intermediate width (IW) specification and is being maintained by BRO. He said the stretch is aligned through built-up area which is susceptible to traffic congestion. He said the construction of Wayil Bye pass to National Highway Double Lane (NHDL) specifications from Shailtang to Wayil has reduced the congestion problem to a large extent. The Minister further said that transfer of road sector from Hazratbal Zakoora crossing to Wayil, (Km 12-13) of Srinagar Leh Highway, a proposal for transfer of said stretch from BRO to PWD is under process for which consent of Government of India is being obtained before issuing formal notification. Replying to another question by Mr. Sham Lal Bhagat, the Minister informed that the work on the execution in the first part of work i.e. Atholie to Pallali on the PMGSY road connecting to Machail Chandi Mata Mandir in Padder Tehsil of Kishtwar district has been stopped due to stay of the High Court. The construction work of the road would be completed by June 2016 subject to the vacation of stay order. PHC Khonmoh ineligible for upgradation: Taj Minister for Health & Medical Education Mr. Taj Mohi-ud-Din while replying to a question by Sheikh Ghulam Qadir Pardesi informed that PHC Khonmoh was established in 1993. The Minister further informed that the population of Khonmoh including its adjacent areas is 26,000 souls, which as per the population norms (80,000 souls in hilly areas and 1.20 lakh souls in plain areas), does not make the PHC eligible for upgradation to the level of Sub District Hospital. 261 hand pumps installed in four districts during current fiscal: Gurezi As many as 261 Machine Drilled Hand Pumps have been constructed in the districts of Anantnag, Pulwama, Shopian and Kulgam on the recommendations of various public representatives. The Minister of State for PHE, Irrigation and Flood Control, Mr. Nazir Ahmad Gurezi was replying to a question by Mr. Showkat Hussain Ganai in Legislative Council today. The Minister further informed that out of these 261 hand pumps, 83 have been constructed in Anantnag, 75 in Kulgam, 60 in Pulwama and 43 in Shopian district respectively during 2013-14.
