Crackhead was just walking thru Howards Market parking lot swinging a 2x4. Had his hand wrapped and the base of the board wrapped I guess to prevent splinters. He came within inches of me, but didnt swing. I had my pepper spray cocked and ready. I followed him in my car where he was swinging all thru the McDonalds parking lot and then to the Car Wash. I called Maryland State Police and literally within 30 seconds, while I was on the phone, 2 State Troopers arrived. He was definitely loaded and vacant.
