DAP, P-NOY CITED URGENT MATTERS FUNDED BY DAP: ******************** BUT WHY DID THEY NOT INCLUDE THEM IN 2011, 2012, 2013 AND 2014 BUDGET LAWS WHEN THESE URGENT ITEMS OCCUR EVERY YEAR? ******************** I believe that we have sufficient budget history in the files of the DBM, the two houses of Congress, the Office of the President. THERE MUST BE A BUDGET RESEARCH DEPARTMENT DEDICATED TO STUDY THE EFFICIENCY, DEFECTS, THE HITS AND MISSES, THE IMPLEMENTATION OF THE BUDGETED PROJECTS, ETC. If this research department exists, it must be intelligent now what are matters that occur every year as urgent and needed to be addressed with emergency funds, what matters that occur with problems that needed to be given solutions in the next budget law, what matters that must be addressed but always forgotten by the Congress, what contingencies to put in as part of the law in order to provide adjustments safeguarded with accountability mechanism. For example, from Day 1 of the Presidency of P-Noy, he was already hellbent on giving Conditional Cash Transfers that can be proposed as part of the budget law. The offices to whom P-Noy gave DAP funds for their own project (like the Bangko Sentral ng Pilipinas that of its capital of P50 billion as passed by the old law only P10 billion was given even before the time of P-Noy) already knew of the necessity and this should have been included in 2011 budget law to be given additional P5 billion for example and perhaps another P5 Billion in 2012, etc. The informal settlers along the creeks problem was already known more than two year ago yet it was not included in the national budget for 2012, 2013 and 2014. But were given funds for their relocation only through DAP. The DPWH already knew years before what highways and bridges to be built or improved or widened. And if the President intended to make massive projects on this, it was easy for him and Abad to include this in their budget proposal for 2011 up to the present. Etcetera, etcetra... Additionally, the DBM and the Office of the President can submit conditional projects, which are programs that can be implemented if savings are earned in other items of budget. Of course, there are other creative ways that can be employed. And if there were actually means that can be employed to address the urgency of certain projects in the mind of the President as his discretion, not including them in the budget connotes a malicious intention of not incorporating them in the proposed budget in order to get short-cuts in procedures to implement those programs. And if there are shortcuts, some rules of bidding designed to arrest corruption and graft will be dispensed with. You can think of many others.
