DARAITAN SERVICE CAMP ADVISORY NO. 8 UPDATE ON BRIEFING WITH 16TH IB ON JULY 14,2014 On July 14, 2014 1500H, Brod Chato and Brod Tony Bertol, president of APO Antipolo, met with the staff officers of 16th IB led by Battalion Commander LTC Andres F. Ferrer . Hereunder is a summary of discussion. A presentation was made by Lt. John Fillon, acting Civil Military Operations officer of 16thIB, 2nd Infantry Division, detailing the preparations and resources required. Clarifications were made in the course of the briefing as followed: 1. The service site will be the abandoned Alas-asin Elementary School, previously used as a squad camp by the 16thIB. They will be providing a parachute tent, public address system, musical entertainment and film showing and a manpower complement of about 48 personnel to include eighteen (18) CAFGUs, one (1) medical doctor and one (1) ophthalmologist plus medicines and relief. They scratched their dentist from the list when we informed them that we have 35 dentists already but we need additional doctors. They will contact their local medics to help fill the gap. They feel we have too many dentists since there could only be so much teeth that can be pulled from the number of target beneficiaries. 2. They inquired about our target number and we informed them that although approximately 600 Dumagat patients are our main beneficiaries, we will try to accommodate non-dumagats to the extent our medical supplies can cover. 3. Their advance team will be onsite by 18July2014 to set up the tent, supplies and equipment as well as to secure the access road and service site perimeter. They would like our advance team and supplies and equipment to be onsite as well but we said our advance team composed of the relief and facilities group from APO Antipolo will be there only by 19July2014 0600H. The rest of our groups are expected to bring their supplies of medicines, relief and food with them. 4. They said we need to ask the Barangay to provide chairs and tables. We said we only asked the dumagats to provide us with tables and benches but we will coordinate with the barangay for additional tables and chairs. They will also follow this up with the barangay in their reconnaissance tomorrow. 5. Their main team will be onsite by 19July2014 0700H and will begin their musical entertainment and film showing. For this they would need to tap into the electrical outlets of nearby houses. They asked us and we agreed to cover the cost of electricity consumed for that day. 6. They would like us to be in Sampaloc crossing by 19July2014 0700H and ready at the service site by 0800H. They want to begin early in order to finish by 1200H or 1400H at the latest. We said we will issue the proper advisory for our groups to be ready and adjust to this timetable. 7. Should the weather be favorable, we will proceed to the service site with our vehicles although they will make available their trucks in case we need them. Should the weather be unfavorable, they advised us to park our vehicles at their Hilltop Detachment and we will transfer to their trucks to get to the service site. 8. They inquired about the size of our contingent and our food provision. We informed them that our volunteer corps is already at 150. Although we have advised our groups to bring food, lunch for 150 pax in packed lunchboxes will be provided by the Beta Chi Alumni. They agreed that that would be more convenient than a boodle fight although the latter would have been more fun and economical. We have advanced money to the dumagats to prepare lugaw for their people. They requested if we can accommodate the CAFGUs since they are not given salaries and we readily acceded. We said we will share our food also with their personnel. 9. We informed them that we expect most of the volunteers to be going back to Manila by 1500H but we expect about 50 to 70 to stay behind for the camping. 10. They are reluctant to commit their trucks for the river crossing to go to the campsite since they are not sure whether the waters will go higher if the typhoon predicted for this week will extend to the weekend and their trucks might be stranded in the other side of the river. (I guess this is precautionary should they need the trucks to deploy to any crisis). They advised us to get in touch with the local jeepneys that are adapted anyway to river crossing or to use the bancas. Just the same they will be in communication with their detachment in Sta. Inez to advise them whether the weather there is fine since this is upstream. If the advice given is there is no or minimal amount only of rain, then they can bring us across in their trucks. 11. After a quick recap of what was discussed, we adjourned the briefing at 1700H. We gifted them with OVP calendars where our own brods Generals Jorge Corpus and Jojie Segovia, former Division Commander of 2nd ID, as well as other top ranking officials were featured for the month of January.
