DARPA (Defense Advanced Research Projects Agency) is the one that holds onto the MILABS (Military Abductions) projects. Most of the abductions and injections are given outside doctors away from the main operations employed by the organizations. Torture is used by these doctors as a way of control. But when you torture people for too long they end up fighting back regardless of what is done to them. Scanning of MILABS for special projects is done on and in military bases. One such base is Wright-Patterson Air Force Base. A lot of MILABS get filtered and are used throughout the western world for black ops and space applications.
