DEBATE ON: HOW CAN THE YOUTH OF SOMALIA TAKE PART IN STABILIZING SECURITY IN THE COUNTRY? PART 1 HELD AT: H/WADAG DISTRICT ON: 13/5/2013 IMPLEMENTED BY CCD Introduction CCD vowed to mobilize social groups, focusing on youth since constitute a sword of two edges that can be utilised in making and spoiling peace. Besides, youth have been the force that assisted Al-Shabab to gain the occupation of many due to misguiding tactics of the group with religious cover. CCD believes that the only way to detach youth from that team with wrong ideology is that to support youngsters to organise themselves and work out strategies to realise their goal, peace that satisfies all population of Somalia and opens new era of relationship with modern world for Somalia. In this context, CCD held a debate titled “How can the youth of Somalia take part in stabilizing the peace of Somalia?" on 13th May, 2013 at Mogadishu for youth leaders from 17 districts as one of series of new intervention Campaigns CCD conducted for social groups with the purpose of freeing the minds of youth from wrong ideas and implanting culture of peace in their brains and motivating to contribute to the ongoing peace and reconciliation initiatives. The debate focussed on the below agendas: 1. What Role can authority of H/Wadag district play in the development process and census of the district population? 2. What is the best approach can youth at District take part in strengthening peace and security process? 3. How can youth raise the awareness of misguided peers against committing suicide acts? 4. How can youth of the Region prevent acts that hindering peace and instability? 5. Which role can youth take part in monitoring activities of educational institutions and development process? 6. How can youth and security forces collaborate in strengthening District security? Participants More than 100 participants mainly representatives from H/Wadag and other 16 Districts, CCD chairman and staff, media groups attended the debate. Venue Methodology The method employed • Speeches • Group Discussion • Poems • Verses of Holy Quran • Proverbs • Case Story Proceedings Opening Ceremony Opening Ceremony for Debate The facilitator, on behalf of CCD welcomed the participants for attending the important debate and introduced the title "How can the youth of Somalia take part in stabilizing the security of Somalia? “ He then called: Sh. Abdulaqadir Ali Hussein recited short verses of Holy Quran and the facilitator invited: Mr. Mohamed Abukar, DC of H/Wadag addressed agenda-1:" Which roles can authority of H/Wadag district play in the development process and census of the district population?” He, after greetings, said that he was very glad to see youth from all districts gathered in the center of H/Wadag district. He added that all population was in the interest of peace following the bitter hardships they met throughout the period of 20 years of war. He explained that youth were the tool utilized to pose those atrocities and it was believed that youth can overcome those difficulties provided clanism should be replaced by patriotism. He told that youth in H/Wadag play a great in the development of security and youth were priority beneficiaries of peace and stability since they just start life and old people vacating space for them, so everything depends on how youth pay effort to contribute to peace abandon the misleading ideologies of Al-Shabab. About agenda -1, he said:" the authority is ready to involve youth in the reconstruction of the country through mobilizing the awareness and creation of jobs for them. We provide free education for youth and engage them to take part in census of population of the district. The objectives are to identify the increase and decrease of populations, to know who is clean from those with dirty minds because youth know each other and can spoilers of peace." Finally, he urged youth to call their friends to normalize their life. He thanked CCD for bringing together 100 youth and there was time youth loved to carry guns .The chairman solicited the participants to pass skill and knowledge to others and advised youth to encourage sports as it helps healing process of the past. The facilitator thanked DC and called: Mr. Issa Ahmed Omar, Chairman of CCD addressed agenda-3:" How can youth raise the awareness of misguided peers against committing suicide acts?” He said:"thanks all participants. I am very impressed on how youth showed unity, this is a very good prediction for peace and that problems of insecurity will be overcome. Destruction of a nation comes in three sides: Youth population, Religion and Culture. So, we should be aware of enemies and their targets. I encourage youth to participate in statistical census of the population of the district to easily detect the movements of spoilers of social stability. In this way, the solution to Somalia problem comes soon. Besides, security forces as well as authorities including of the districts need your collaboration, so tell them about intruders by breaking silence. In this manner, peace and stability can be realized in the district." Mr. Issa further urged youth to maintain patriotism and love of the country, sacrifice life and money for it so as no explosions would take place. He motivated youth to persuade their peer friends to give up being with Al-Shabab with their suicide practices because the logic tells whoever is convinced to kill himself, can also be easily convinced to rescue his life from suicide practices. Finally, he thanked youth participants and other guests for getting interested in working with CCD to achieve its vision: the realization of peaceful Somalia. The facilitator, after thanked Mr. Issa, and asked participants:" Are we promising to work for peace, all replied with loud voice: "Yes”; all chanted with a national song describing the unity and struggle to achieve independence and called: Mohamed Hassan Ahmed, chairman of youth of Waberi District talked about agenda-2:' What is the best approach that will enable youth at District to take part in strengthening peace and security process?" He, after cordial greetings, said: "Youth can Play a vital role in strengthening peace in the below: -Working Security institutions to stop explosions and anti-social acts -Waging awareness programs of youth peers still on the side of war-oriented groups. -Coordination among youth at different districts about all issues of concern to increase the community interaction through organizing sports tournament. -Working with districts authority and with that of the region He, finally, urged youth at 17 districts to collaborate towards development process and security at the region and thanked CCD for supporting youth and other social groups to generate peace and stability in the country. The facilitator thanked Mr. Mohamed Hassan for valid information and invited: Mr. Ali Omar Abati, chairman of youth committee at Hamar-Weine district addressed agenda-4:" How can youth of the Region prevent acts that hindering peace and instability?" He thanked CCD for organizing youth to work for peace instead of war. About agenda-4: He suggested the below to abort all anti-social acts in the region: -Extensive information sharing which comes after breaking silence and disclosing hiding suicide agents -Break silence and mobilize youth to talk about peace and reconciliation instead of carrying gun to destruct the country -participation in conducting statistical survey about residents of each districts to register every family members to know easily peace intruders -Working with security forces of various types to assist them to control rule of law He, finally, thanked participants for coming to this important meeting to mobilize youth to be at the side of peace The facilitator thanked Mr. Abati for his speech full of wisdom and invited: Mr. Hayir Ali Roble, chairman of youth committee of Hiliwa district addressed agenda-1": Which much role can youth take part in monitoring activities of educational institutions and development process?" He, after salutation, thanked CCD for its efforts to bring about peace in the country. About agenda-5 He started his speech with a proverb:" No peace no life" and urged youth to collaborate in controlling educational system as part of security measures to prevent from following the misguiding principles of Al-shabab. He said youth constitute both victims and perpetrator of violence, so they can be utilized as social force of peace if united. He suggested: -Youth to monitor curriculum to remove inappropriate ones. -Monitor schools and madrassa to find their tendency whether it is destruction or not -Every family should take in monitoring kids and send to appropriate educational institutions -Security is the interest for all so community should take care of it Finally, he sang a song about peace and collaboration, helping people to follow peace path and calls the population for mutual forgiveness. The facilitator thanked Mr. Hayir for his outstanding peace and called: Mr. Abdullahi Aden Ahmed, chairman of youth committee at Yaqshid District addressed:" How can youth and security forces collaborate in strengthening District security?" he thanked CCD for mobilizing social groups towards peace and suggested CCD to sustain the meetings: About agenda: He suggested: • Formation of Mixed committees from both security forces and youth residents in the district • Maximization of information sharing among all social constituencies • Organizing often meetings to discuss updates of security • Setting of unified goals towards crushing organizers of anti-social acts • Continuous collaboration among all constituencies of the resident in security matters and restoration of rule of law • Collaboration on conducting statistical census of the district population to easily identify who is who Finally, the chairman thanked CCD for enabling youth at the 17 districts of Benadir Region to gather and talk about their future. The facilitator declared "Group Discussion" and divided the participants into 6 groups each debated corresponding agenda. Below are the presentations of the group. Responses of group-1 on agenda-1:"What Role can authority of H/Wadag district play in the development process and census of the district population?" • Disarmament of youth to motivate on peace activities rather than love for gun • Extensive awareness raising of youth population • Participation of youth in district administration to train them on leadership • Establishment of special youth clubs where they can meet and share information • Encouragement of Sports for community Interaction • Creation of Jobs to earn living to avoid misleading groups Responses of group-2 on agenda-2:" What is the best approach can youth at District take part in strengthening peace and security process?" • Full collaboration of youth with security institution, police and PS • Awareness of community through media, radio and other means • Participation of youth in the meetings of district security committee • Comprehensive interaction of community: elders to reliable reports • Training on Security management Responses of group-3 responses on agenda-3:" How can youth raise the awareness of misguided peers against committing suicide acts?" • Opening dialogue with youth through Media • To show confidence and sacrifice time to rescue them • Creation of jobs to attract them • Promising forgiveness for youth peers • Awareness raising of youth population towards peace • Show flexibility and never give up advising Responses of group-4 on agenda-4:"How can youth of the Region prevent acts that hindering peace and instability?" • Youth collaboration with social groups • Strengthen neighborhood and statistical census • Collaboration with security institutions to detect the groups with spoiled minds • Information sharing among all community members about wicked instigators • Organization of meetings and workshops like CCD workshops and debates • Break silence about hiding criminals Responses of group-5 on agenda-5:" Which role can youth take part in monitoring activities of educational institutions and development process?" • Creation of environment to control schools of district/Regions • Formation of Monitoring and evaluating committee at National level for schools and madrasas • Development of appropriate committee • Strengthening working with social segments on corrections of educational system • Lobbying and advocacy of government to unify educational systems of the country Responses of group-6 on agenda-6:"How can youth and security forces collaborate in strengthening District security?" • Collaboration of youth and security forces in strengthening security • Mutual Recognition between security forces and youth • Mutual trust among the actors through formation of mixed committee • Common patrolling of the police and youth in the district to encourage community that they are safe • Working for national unity goals • Extensive information sharing among district community At the end the day participants forwarded the below conclusions and recommendations Conclusions The participants acknowledged that Youth constitute hidden force to generate peace and security through aborting all vicious attempts of peace deniers; hence, mobilization of this force is a matter of colossal importance. Recommendations • CCD should sustain youth awareness program until the process of freeing youth physically and mentally from Al-Shabab • CCD should consider to provide similar debates for youth at various regions of the country • Government should youth participation in all development process of the country • Lobbying and advocacy with concerning agencies to provide free education • Creation of job opportunities for youth to distract them from embracing Al-Shabab tenets Action Plans • Apply skills and knowledge in practice • Pass all awareness skills to the rest of friends • Organize conducting common patrolling at our districts • Strengthen relationship with security forces to combat again peace deniers • Explore ways and approaches of controlling education systems in the Region Closing Ceremony Mrs. Zahra Amin, Chairlady of CCD talked on the occasion. She thanked CCD for helping youth and social groups to take part in peace and reconciliation affairs. She urged the participants to pass acknowledge and skills to the rest of youth at their respective districts and participate in statistical census of the population.
