DEMOCRATIC REPUBLIC OF CONGO FEDERALISTS REPUBLICAN FORCES (FRF) FRF declaration on Colonel Richard BISAMAZA’s Defection FRF is concerned by maneuvers and attempts of weakening and creating suspicions among Congolese army (FARDC) troops within the period of non justified war. It is in this frame that Colonel Richard BISAMAZA has defected. FRF is aware of the danger behind attempts of expanding the war all over the eastern part of Democratic Republic of Congo. Therefore, FRF condemns strongly such attitude of a senior officer of the FARDC as well as efforts to convincing comrades in arms. However, FRF feels preoccupied by an unbalanced declaration of the FARDC spokesperson in North-Kivu interpreting Bisamaza’s defection as related to “ethnic membership”. Declaration reported by Agence France Presse (AFP). FRF recalls that such declaration affiliating army members to their ethnic groups is likely to accentuate the existing tensions rather than mitigating them. FRF reminds national and international opinion, specifically MONUSCO that in 1996, 1998, 2004 such public declarations led to selective and ethnic oriented killings of some members of the Congolese army. FRF stresses that Congolese military hierarchy has, within the current context, to treat and manage responsibly all members of the army and challenges it faces as well. FRF emphasizes its intention to seeing FARDC and security forces in general deepening the required reform leading to a professional army in which ethnic nature is prohibited.
