DFR DAILY DISASTER UPDATE Tuesday, August 6, 2013 Domestic Events: New Florida – Transportation Incident A tanker truck turned on its side, spilled fuel onto a roadway and caused an evacuation of nearby residents in Osceola County on Monday. The American Red Cross deployed Team Members, dispatched an Emergency Response Vehicle and provided canteen services. California – Wildfire A wildfire in Riverside County burned hundreds of acres threatened homes and prompted the mandatory evacuation of hundreds of residents on Tuesday. Team Members from the Red Cross opened a shelter for residents within the affected area, provided Mass Care and staffed the Incident Command Post. The evacuation order was lifted hours later and the shelter was placed on standby. Ongoing Louisiana – Transportation Incident (Updated 8/5/13) A freight train that carried toxic chemicals derailed in Saint Landry Parish and prompted an evacuation of residents within a one-mile radius of the affected area on Sunday. The Red Cross is no longer needed at the derailment site. Union Pacific took care of all clients and responders needs. Kansas – Flood Excessive rainfall over the last several days caused flooding of varying degrees in the central portion of the state and resulted in evacuations of hundreds of residents within the affected areas on Sunday. The Red Cross communicated with local Emergency Management, deployed Team Members, opened two shelters and provided bulk distribution of cleaning supplies to affected-area residents. South Carolina – Transportation Incident A small plane crashed shortly after takeoff in an airport in Horry County and downed power lines on Saturday. Hundreds of local residents were left without power. Multiple fatalities reported. The Red Cross deployed Team Members, dispatched an Emergency Response Vehicle, identified a shelter, opened a cooling center and provided Mass Care to residents within the affected area as well as emergency responders. The Disaster Operations Coordination Center at National Headquarters contacted the National Transportation Safety Board. Nebraska – Severe Storms (Updated 8/5/13) A severe storm in Clay County caused damages to homes and left residents in the affected area without power on Friday. Power was back up for most of the town Saturday morning. Damage assessment is complete. City officials and County Emergency Managers are happy with the Red Cross’ response. Florida – Tornado Severe storms caused tornado activity that damaged dozens of homes and left thousands of residents without power in Duval County on Thursday. The Red Cross deployed Disaster Action Team Members, placed others on stand-by, dispatched an Emergency Response Vehicle and coordinated with local government to assess damage and provide assistance to disaster victims. Georgia – Flooding Excessive rainfall caused flooding that affected dozens of residents in the northeastern portion of the state on Thursday. The Red Cross deployed Team Members, opened a shelter, provided Mass Care and staffed local Emergency Operations Centers. Arizona – Flooding Five hundred members of the Havasupai Tribe have been evacuated by authorities due to flooding that knocked out a water well pump and its backup generator. The flooding also broke a sewage line. The Havasupai Emergency Management has requested the Red Cross open a shelter for the evacuees. The shelter will not show on NSS as it’s a facility the chapter has used before and it belongs to the tribe. South Dakota – Severe Storms (Updated 8/1/13) A series of strong storms including tornadoes, hail and extremely heavy rains caused significant damage on the Rosebud Reservation in Todd County on Tuesday. Some homes in Spring Creek are currently threatened by flooding. Red Cross Damage Assessment is complete and even though the storm caused widespread damage the damage is minor with few exceptions, and all residents were allowed to return home. Two teams have been contacting residents to determine needs, bulk building repair materials have been distributed, and snacks and water provided by the ERV. Red Cross met with the Rosebud Sioux Tribe President and his staff as well as SD OEM officials and VOAD to engage partners for additional home repair supplies. Red Cross will continue outreach today to assess individuals and families for specific needs. No additional assistance will be needed beyond today. Tropical Activity: Eastern Pacific: Hurricane Henriette (Advisory #12) As of 5:00 a.m. EDT, Hurricane Henriette was located 1,630 miles east-southeast of the Hawaiian Islands and was moving west-northwest at 10 mph. A turn toward the northwest is expected later today followed by a turn back toward the west-northwest on Wednesday. Henriette is now a Category One Hurricane. Maximum sustained winds are 75 mph and some additional strengthening is possible today. Hurricane Force winds extend outward up to 15 miles and Tropical Storm force winds extend outward up to 80 miles. Tropical Storm Gil (Advisory #28) As of 5:00 a.m. EDT, Tropical Storm Gil was located 1,035 miles east-southeast of Hilo, Hawaii and was moving west at 9 mph. This motion is expected to continue through 48 hours. Maximum sustained winds are 40 mph and gradual strengthening is forecast during the next 48 hours. Tropical Storm force winds extend outward up to 40 miles. Major Weather Developments That May Impact Red Cross Units Today: Source: FEMA National Situation Report and Weather • Showers, thunderstorms (some severe with tornadoes possible) and triple-digit highs are forecast for parts of the Midwest area. • Scattered showers and thunderstorms are likely in portions of the Northeast area. • Showers, thunderstorms and triple-digit temperatures continue to be expected in parts of the South and West areas. Flash flooding probable in some places. The DFR Daily Disaster Update is issued Monday through Friday. This update provides a brief summary of significant disaster events and the related American Red Cross response actions that have occurred since the prior report. The report also provides information on weather systems and other conditions which may produce additional disaster activity during the day. The information is obtained from disaster affected Red Cross chapters, government agencies and news media reports. Also attached is today’s FEMA National Situation Report, which is published daily by the FEMA National Response Coordination Center.
