Dan Carlin was right - once the information dam starts to leak, it tends to break. A secretive DEA unit, including partners in "the FBI, CIA, NSA, Internal Revenue Service and the Department of Homeland Security" secretly pass domestic spying intel to local law enforcement. The local PD is instructed NOT to let anyone know. Instead they are given examples of how they can "uncover" a trail to the suspect using conventional means.
