Daniel Arap Moi expertise in running KANU is still unrivalled 12 years after he exited power. All political parties dream of being organised like KANU. Party displine was paramount.The provincial administration during Moi days right from bottom to the top worked like a perfect conveyor belt with a clear set out hierarchy and command structure. The administrators had alot of powers especially DCs.. Unfortunately Moi wasnt able to run the country. Police had no fuel for their landrover , hospitals had no med, criminals used to roam all over like cain , TKK was the order.of the day..etc etc.... If Sec 2A of the old constitution wasnt repealed in 1991 and moi continued to be president, people could have revolted againist him rule in 2005..it could have been tragic
