Dare County Emergency Management July 3, 2014 Remain in Place as Weather Deteriorates As Hurricane Arthur nears its arrival on the Outer Banks all disaster preparations should be completed. Everyone in Dare County is advised to remain indoors and stay in place as conditions will dramatically worsen as Hurricane Arthur approaches Dare County, The storm will produce gale force winds on Hatteras Island by 8:00 p.m. tonight and on the northern Dare County beaches by 10:00 p.m. Hurricane force winds will develop on Hatteras Island by 1:00 a.m. Friday and on the northern beaches by 2:30 a.m. The National Weather Service forecasts ocean overwash and soundside flooding throughout Dare County. The latest storm track presents a serious threat of ocean overwash and soundside flooding throughout the County. Refuges of Last Resort announced previously will remain open through the storm. CURFEWS Curfews are being established tonight for the following areas – Kill Devil Hills – There is hereby established a curfew prohibiting the appearance in public of anyone not a member of the following exempted classes: law enforcement officers, firefighters, and other public employees, rescue squad members, doctors, nurses, employees of hospitals and other medical facilities, on-duty military personnel whether state or federal, on-duty employees of public utilities, public transportation companies, etc., and other such classes of persons as may be essential to the preservation of public order and immediately necessary to serve the safety, health and welfare needs of the people within the Town of Kill Devil Hills. This curfew shall be in effect in and between the hours of 12:00 a.m. and 6:00 a.m. July 4, 2014. Manteo – Town of Manteo is instituting a curfew from 10:00 p.m., July 3 until 6:00 a.m., July 4th. Nags Head – A curfew will be in place throughout the Town of Nags Head on Friday, July 4 from 12 a.m. through 6 a.m. TOWN OF DUCK The Town of Duck 4th of July Parade and Community Celebration on the Town Green, originally scheduled for 9:00 a.m. on Friday, July 4, has been CANCELLED. Due to logistical reasons, the parade will not be rescheduled. Trash will be collected on Saturday, July 5. The Town of Duck has declared a state of emergency effective immediately with no restrictions in place at this time. The State of Emergency will expire at 1:00 p.m. on Friday, July 4, unless amended. Finalize and take all precautionary measures and prepare to stay inside for the duration of the storm. Be aware that emergency personnel may be unable to respond to calls for help during high winds. TOWN OF MANTEO The Town of Manteo has declared a state of emergency with no restrictions. Expect flooding from the sound. Residents and visitors are asked to limit driving near any flooding as it occurs. TOWN OF NAGS HEAD The Town of Nags Head has declared a state of emergency with no restrictions. Those staying in flood prone areas, such as south Nags Head and the town’s soundside neighborhoods, need to pay close attention to Arthur as it passes by the Outer Banks as storm surge flooding can occur quickly. The Town of Nags Head will not be collecting trash on Friday. This change affects the town’s west side residential route and commercial collections. CAPE HATTERAS ELECTRIC COOPERATIVE (CHEC) CHEC officials are monitoring Hurricane Arthur and stand ready to restore power should outages occur in the wake of Hurricane Arthur. CHEC personnel have begun to double-check equipment and supplies that will allow them to restore power if Arthur causes major outages on Hatteras Island. When severe weather causes outages, electric cooperative line crews begin working, as soon as conditions permit, to restore service in a safe and efficient manner. CHEC members should report outages to 866-511-9862. In the event of a major outage, the Cooperative uses a priority plan to restore power to as many consumers as quickly as possible. DOMINION NORTH CAROLINA POWER Dominion Virginia/North Carolina encourages its customers to follow these guidelines to prepare now for possible power outages that could occur. · Be sure your phone number is up to date on your account. You can update the number online through Manage Your Account or by calling our phone number update line at 1-800-222-0401. · Bookmark Dom on your mobile device to quickly report an outage. · Put together an emergency preparedness kit with needed supplies such as flashlights, water, medicines, portable radios, extra batteries and non-perishable goods. For more information on how to assemble a kit, visit https://dom/storm-center/storm-preparation-tips.jsp After the storms pass, remember to: · Report or check the status of your power outage using your smartphone and visiting Dom or by calling 1-866-DOM-HELP. · If you see a downed wire that presents an eminent threat to life or property, call 911 first. · All downed wires should be considered dangerous—stay at least 30’ away. Be sure to report any downed wires you see by calling 866-DOM-HELP. Wire down calls will be directed to a representative so that we may gather details about the condition and location of the wire. TIDELAND ELECTRIC MEMBERSHIP CORPORATION Tideland Electric Membership Corporation service crews will remain on call throughout the night to respond to outages but all power restoration efforts will halt when weather conditions pose a safety threat to co-op personnel. Tideland EMC crews will report for duty early Friday morning and power restoration efforts will resume at 6:00 a.m. Tideland EMC reminds all consumers that back-up generators can be deadly when not properly operated. Never connect a generator to household wiring without a properly installed transfer switch. Never refuel a generator when the engine is running and allow the unit to cool before adding gas. To avoid electrocution or carbon-monoxide poisoning, ground the generator properly and operate in a dry, well ventilated area. Finally, avoid plugging damaged, undersized or ungrounded extension cords into any generator. Always treat downed electric lines as potentially energized.
