Day news: 1. The President will take part in the Asia-Pacific Economic Cooperation forum’s 21st summit on Bali, Indonesia, on October 7-8. The summit’s main theme will be deepening regional cooperation within APEC at a time of continued instability in the global economy. The APEC leaders will discuss issues related to sustainable, long-term growth, prospects for further integration in the Asia-Pacific region, and liberalising the multilateral trade system. The agenda proposed by Indonesia, which currently holds the APEC presidency, relates closely to the priorities set at last year’s APEC summit in Vladivostok and the recent G20 summit in St Petersburg. Mr Putin plans to hold a number of bilateral meetings on the summit’s sidelines. 2. Vladimir Putin signed Executive Order On Early Termination of the Mandate of Stavropol Territory Governor. Following Stavropol Territory Governor Valery Zerenkov’s request for an early termination of his mandate, the President accepted his resignation and appointed Vladimir Vladimirov acting Governor of Stavropol Territory until an elected governor takes office. 3. Vladimir Putin had a working meeting with Governor of Ivanovo Region Mikhail Men. The socioeconomic situation in the region and implementation of the May 2012 presidential executive orders were the main subjects of discussion. In particular, Mr Men discussed with the President pay rises for teachers and doctors, the number of kindergartens in the region, and developing the region’s textiles industry and construction sector. 4. Vladimir Putin and Belarusian President Alexander Lukashenko inspected the final stage of the Zapad-2013 Russian-Belarusian strategic military exercises. The Zapad-2013 exercises took place simultaneously in Russia and Belarus. Joint operations at five test grounds, three in Belarus and two in Russia, were designed to test military coordination between various units in different conditions. Vladimir Putin and Alexander Lukashenko visited the Gozhsky test ground in Belarus where, according to the exercise scenario, their forces simulated joint resistance to an armed group attempting to enter the Union State’s territory by land. Later on the two state leaders travelled to Khmelyovka test ground in Kaliningrad Region, where Russian and Belarusian forces conducted a training operation to counter a terrorist attack from the sea. Following the exercises, Vladimir Putin held a videoconference on the preliminary results of the Zapad-2013 joint Russian-Belarusian military exercises. The President praised the exercises and called them a further step towards ensuring the operational compatibility of the Union State’s armed forces.
