Dear Friends, I feel honored to inform that I am a candidate for the post of Assistant General Secretary (AGS). As I was President, ATC Guild, Lucknow Branch till 23 July 2012. I have faced and discovered a bundle of issues which are highly vulnerable and needs to be incognizant. Agendas 1. PRP: PRP is a percentage of profit earned by AAI and this is distributed to the group of employees who have contributed in generating the revenue of AAI. ATCOs are core group employees for generating the revenue of AAI. So that payment of Performance Related Pay (PRP) should be paid immediately. 2. Pay scale: The revised pay scale places the NE-9 cadre at 17000/- , NE-10 cadre at 18500/- while E-1 at 16400/- although the qualification requirements by E-1 far surpass the qualification requirements at non-Executive level. Which is clearly a violation in hierarchy structure of IDA guidelines for PSE’s? 3. Promotion: AAI has recruited in E1 cadre (Jr.Ex.) and after completion of one year designation should change to Assistant Manager. Then After completion of three year get promotion as a Manager and so on.There is a change needed in RNP to stop direct recruitment at manager, DGM and higher level due specialty of our job, Vacancy of direct recruitment quota should be converted into promotional quota. So, there is an urgent need to revise our promotion policy and implement time bound functional promotion policy without counting the vacancies up to the E7 level which is at par with other leading CPSEs like NTPC, BHEL, SAIL, PGCIL etc. 4. Transfer policy: Fluctuating dates for transfer list declaration should be avoided. Transfer list should come up to February, So that everyone can plan their children’s school easily. My idea is to stop the out of region transfer policy. Also some unpopular station status should be changed to popular stations like Varanasi, Guwahati etc. Increase the number of one year unpopular stations in all regions and preference should be given to the regional unpopular transfers. 5. Revision of Rating Allowance: Revision of rating allowance is immediately required. Rating allowance should be based on percentage of basic pay as recommended by Julka committee. Discussion on this subject through discussion portal should be available on the guild site. 6. Accommodations Problem: Accommodations problem should be resolved as early as possible at all airports and bring change in distribution policy preference for ATCO. And also focus should be given on providing water treatment plants on every airports, so that water is purified and worth drinking. 7. Update the ATC Guild site: Updation of ATC guild site is immediately required, e.g. must have update data of all members, complaint, solution and discussion portal should be available at this site so that all members can discuss their problems. 8. Change in ATC Guild Constitution: There should be at least one regional council for station having 150 or more members and should be declared as independent regional council itself, e.g. stations like IGI, Delhi Airport, Mumbai Airport, Chennai Airport, Kolkata Airport. Other changes should be also required. All these things are discussed on the guild site portal.
