Dear Lord Smith We note your requests for a submission to the commission which you have been charged with by the Conservative Government. We also note the guidelines issued on how you would like submissions to be made to you, and note the following accordingly: We have no submission to make. We the people of Scotland do have this expectation to be met however, that the Vow signed by all the leaders of the parties comprising the majority of the British Government and signed by The Prime Minister, Deputy Prime Minister and the Leader of the opposition be met in full, both in content and in expectation of what was implied by that vow. It is commonly known and understood that the timetable for delivery of that vow and what the vow was described as by its originator The Right Honourable Gordon Brown constituted in his words, Home Rule or Federalism, and that by these Leaders signing it on behalf of themselves, their parties and the British State, they had in effect fully subscribed to its delivery without any conditions attached to it or variation from it. As such, we the people of Scotland, comprising all those who voted in the Independence Referendum, the 45% who signified their wish for all powers to be transferred to Scotland, allied to those significant numbers of the other 55% who voted against Independence, in the belief and expectation that the Vow would be met in full for maximum devolution, now await delivery of these powers, We do not intend to enter into a negotiation which amounts to a Dutch auction, we merely expect that the Vow be honoured and met. It is not for us to renegotiate the terms, It is for the British Government to now deliver on the vow made on its behalf to the Scottish people. yours sincerely Reverend Roderick Macfarlane
