Dear friends, I am Dr. Kuldip Goit, Pediatrician at Bheri Zonal Hospital. I would like to announce that I will be running for members post at the NMC election this time. I would like to ask you all to support me in this NMC elections with your precious votes. I am also posting a tentative agendas list here (it is open to discussion and valuable comments from you). If you think that we have had enough mismanagement in our profession and its time for change and it’s time for youth to run the state of affairs and you agree with the agendas that I have posted, then please vote for me and support spread the word among your friends. Thank you! Making and announcing agenda in an election is like making a document which one knows shall be viewed and perceived with a lot of skepticism and caution. It is almost like the speech of a politician, regardless of how honestly made and how carefully spoken is always bound to invite skepticism. Perhaps due to the number of times people has read it and believed it but seen no change happen. And yet so important is it to get your ideas through to people. So, the first thing I would like to get through to all the readers is to perceive this list as a draft of what changes I think is necessary in Nepal Medical Council and I Hope and encourage any suggestions and discussions pertaining to these points. I, Dr. Kuldip Goit, would like to start by disagreeing with what has become of the medical profession we had once admired and felt proud to be part of in our country and I know most of you shall agree with me that if ever there were a time to become concerned and start to act to stop this digression and restore the dignity and respect of the profession. I would like to vow solemnly that have gathered all my courage and started this endeavor for one reason only and that is to make an effort to change. And I am ready to be the voice of the unheard and of those who are constantly being victimized for the sole reason of monetary gain. So, friends kindly go through all these points which I think are the key changes that needs to be changed to make this profession which it is meant to be and must be. 1. Making the inspection system more transparent and effective. One way of doing so is by including personnel of MoHP, CIAA (Akhtiyar Durupayog Anushandhan Aayog), Social activist, Representative from KU/TU/BPKIHS. 2. Starting a ‘Competitive Reward and Punishment System’ between Medical colleges. I propose this system in which the NMC predefines by working along the Ministry of Health and Population the number of Doctors to be produced per year as per the need of the country and keeping in mind the number produced from abroad. And allocating the number of seats each year to each medical college as per the indices like faculties per student, bed occupancy per student, infrastructure per student, number of Graduates passing NMC screening exams and the quality of the products of each medical school. 3. Integrating all the Post graduate and undergraduate entrance examinations in a single exam to be conducted in a fully fair computer based examination scheme every six months. 4. Allowing foreign Nepalese graduates to do internships in Nepal. 5. Making the fee structure of both Undergraduate and Post graduate transparent. I propose that the NMC Prepares a rating list of all Medical Colleges according to the performance in the last year and scientifically fix the fee structure according to the rating list. 6. Arranging scholarship in PG in KU, TU and Private Colleges. 7. Collaboration of private medical college with zonal hospital/regional hospital of government and allowing to run PG residency program in government hospitals. Propose government and TU/NAAMS to make zonal and regional hospitals to run Post Graduate Institutes. 8. Preventing foreign doctors to do private practice in Nepal. 9. Allowing private medical colleges in collaboration of government hospitals to perform postmortem and medical legal activity. 10. Foreign doctor should pass NMC examination to be eligible to practice in any hospital and medical college in Nepal. 11. Decentralize NMC, zonal/regional branches should be established. Choosing the Whole NMC team from fair and competitive elections and to abolish the provision of government nominee. 12. Any Doctor with permanent registration must be eligible to contest in NMC elections at any position that they want to. 13. Having 10-20% scholarships in PG at all the colleges private or else like that in undergraduate level. 14. Make the administration at NMC office more efficient and humble. We know that NMC is a regulatory body of our profession, that in fact makes it even more important that it treats all those doctors that show up there and their time are respected and humbly tackled not like the way they treat us now, not even a sitting chair is there at the counter where we are supposed to be standing and submitting our forms. 15. Submitting our records once should be enough. We are asked to supply all the documents from SLC onwards every time we apply for anything. 16. Making a provision of having at least one member of NMC available at the office premises at all times so that doctors from outside the valley wouldn’t have to wait for weeks before their work is done just because no member is there at the NMC. 17. Lastly, I would like to repeat that this is a preliminary draft and any suggestion and discussion are most cordially welcomed.
