Deputy Court Administrator Raul Villanueva must had been misquoted by major broadsheets in saying that, PD 1949 or the law creating the Judiciary Development Fund (JDF) cannot be amended by the legislature. Eh ang Constitution nga can be amended ang isang martial law decree pa kaya? Ang problema sa SC masyado nagre-resort to judicial legislation. And, can the SC take refuge in judicial independence and fiscal autonomy which cannot be higher than the Constitutional principle that a public office is a public trust especially when issues of transparency and accountability come to fore? Ingat ingat din sa mga statements pag may time. :-)
