Deputy Transport Operations Manager Location: Safwan, Iraq Nationality: Only Iraqi Package Attractive Deployment: August 2013 Long Term Contract General Description: To provide an efficient and consistently high standard of work without close supervision in relation to the operation of the business. To ensure that any work carried out is performed in a manner to ensure full cost effectiveness and that the required throughput is achieved. The role holder is required to make independent judgements and manage, on a day to day and forecast basis, matters which involve the effective and economic running of the business. Key tasks and responsibilities: (I). Staff ==> Plan, organise and manage the work of subordinate staff to ensure that the work is accomplished in a manner consistent with organisational requirements. ==> Monitor operations to ensure that staff members comply with administrative policies and procedures, safety rules, contracts, and government regulations. ==> Collaborate with other managers and staff members in order to formulate and implement policies, procedures, goals, and objectives. ==> Promote safe work activities by conducting safety audits, attending company safety meetings, and meeting with individual staff members. ==> Serve as contact person for all workers within their assigned roles. ==> Direct and coordinate, through subordinates, activities of the operations department in order to obtain best the use of equipment, facilities, and human resources. ==> Direct activities of staff performing repairs and maintenance to equipment, vehicles, and facilities. ==> Supervise staff preparing invoices and timesheets. ==> Conduct employee training sessions on subjects such as hazardous material handling, employee orientation, quality improvement route training and computer use. ==> Participate in staff recruitment, contract negotiations and settlements of grievances. ==> Conduct disciplinary hearings, investigations and other elements of staff management as necessary. ==> Carry out random breath testing in accordance with company policies. (II). Operations ==> Direct activities related to dispatching, routing, and tracking vehicles. ==> Implement and schedule and policy changes. ==> Conduct investigations to determine causes of traffic accidents and to improve safety procedures. ==> Develop criteria, application instructions and procedural manuals, for contracts and business development programmes. ==> Direct investigations to verify and resolve customer complaints. ==> Prepare management recommendations, such as proposed staff changes, tour costs or schedule changes. ==> Provide administrative and technical assistance to those requiring transportation related help and information. ==> To understand and apply the company’s policies in respect of good maintenance practice and standards so as maximum benefit is obtained in terms of equipment availability and minimising total maintenance costs. ==> To ensure Iraq Operator Licence and Oilfield Company compliance in the management of the fleet, maintenance and drivers. ==> Ensure the delivery of bulk fuel and vehicle issues conform to company polices. ==> To liaise with, when required, the Iraq Department of Transport staff in a manner that ensures the continuance of the good relationship that exists with company. ==> To ensure the use of safe working practices at all times and compliance with any company health and safety policy in force at the time. ==> To attend any training courses deemed necessary by the company. ==> Responsible for the daily routing plan of vehicles and drivers for the company to meet customer service requirements. ==> Liaising with other personnel (e.g. Operational Managers and Workshop team etc) to achieve this. ==> Liaise with other Managers to ensure the current vehicle and driver database is maintained on the IT system. ==> Liaise with drivers, client locations and customers as required. ==> Responsible for maintaining and updating static master data on logistical routing programme. ==> Reconcile daily journeys against plan and optimise at all times. ==> Forecast journey plans well in advance whenever possible. ==> Ensure drivers carryout their daily checks. ==> To ensure all appropriate journey kits are complete and available at the time of vehicle departure. ==> Regular and timely recommendations are given to the Transport Operations Manager. (III). Finance ==> Responsibility for allocated elements of the department’s budget and KPI’s is fundamental along with Project work as allocated by the Transport Operations Manager. ==> Monitor spending to ensure that costs are consistent with approved budgets. ==> Analyse expenditures and other financial information in order to develop plans, policies, and budgets for increasing profits and improving services. ==> Recommend or authorise capital expenditures for acquisition of new equipment or property in order to increase efficiency and services of operations department. ==> Deal with any cash returns in accordance with company instructions. ==> Prepare annual budgets for the operational and workshop departments. ==> Work to ensure cost control and compliance to the rota and hours allocated within that framework. Special Qualifications: ==> A full understanding of P&L responsibility and managing a tight budget. ==> Should hold a HGV licence. ==> Must have a transport management background. ==> If having had formal training this must have supporting evidence i.e. Certificates / Documents of the training. ==> To undertake any other duties or responsibilities, commensurate with the Manager’s experience that may reasonably be required by the Transport Operations Manager.
