" Despite 11 years of public discussions and consultations, Saint Lucia is yet to enact the Consumer Protection Bill. Consumers still have to depend on the courts for redress under the common law of contract of the old Commercial Code, which speaks to merchantable goods...the NCA’s successes at interventions between consumers and merchants/service providers in this country, is based on goodwill and good faith, rather than the law, and I venture to say, that the same is true, for the successes of the Redress Officers in the Consumer Affairs Department. After 25 years of celebrating World Consumer Rights Day in Saint Lucia, you will agree with me, that this is unacceptable. That is why the NCA has made it its number one objective or priority, to get the government to honour the promise made in last year’s Throne Speech, and the Deputy Prime Minister’s address to NCA members, at the opening of the NCA office at Sans Souci last March, that is, the enactment of the Consumer Protection Act."
