Dilemma of local NGO « I become very cynical regarding the local NGO after worked with several of them in India now » said Christina, a volunteer for Impulse. After worked on a prize nomination for the founder, visited the villages with whom the organization « works closely » with and tried to understand their marketing operations regarding ISE, I noticed some points where reality doesn’t match with what has been declared publically. Corrupted system, Fundraising and the Truth In India, when the government receives a huge amount of foreign funds (UN, Word Bank, etc.), The funding is then allocated to the local governments (the states). Instead of qualifying different NGOs to deal with different social problems, the local government just launches a bid (une appel d’offre) on the terms they want to give money to. If an NGO wants to have government funded project, it has to play the game : that is to give X% of the received funding back to the local government, a clear action of corruption. I was told that Impulse NGO Network doesn’t play this game and as a result, it has to raise fundings by itself. This leads to another problem that I’ve noticed. In order to excel from the pool where hundreds and thousands of NGO from different countries strive for limited amount of funds, one has to establish a significant impact that it has made to the society as well as an unique philosophy(if any) and operations. Since there is almost no verification or very superficial ones from the fund giver, quality is easily to be comprimised. Thus, everyone emphasises on quantity and very oftenly exagerates the numbers. In the application that I worked on, I was very confused by the different numbers regarding : number of victims rescued by the NGO, number of beneficiaries from ISE, from different previous documents and applications I’ve read. The numbers range from 4000(real) to 30000 and 100(real) to 20000, at least 8 to 20 times more than the reality ! Surprisingly, it seems nobody has ever questioned the possibility of having 20000 artisans from the several villages in Assam. The foundation needs to prove the outcome from the money as well as the NGO needs to have the highest impact to obtain the funds. Clearly, the whole system favorites this kind of cheating and sadly the public is always the last to know.
