Dr. Joseph Mburu Presidential Platform and The Chama Cha Maslahi Ya Wakenya Plan: The Policy on Incomes & Increments for Elected Leadership Incomes Reductions of President, Deputy President, MPs, Senators, Ministers, Governors, MCAs, Speakers, Deputy Speakers and Anyone earning more than Ksh. 500,000 per month This policy is part of the wider Governance Agenda that has about 50 Measures. I Dr. Joseph Mburu, your Best 2017 Presidential candidate will implement over 50 specific governance changes which I see as critical to: secure Kenya’s future, accelerate national political stabilization for economic growth and prosperity; and end on permanent basis the cycle of ethnic violence, mistrust, hatred and suspicions. The Governance Agenda has many “NEVER SEEN NOR HEARD BEFORE components. Neither Jubilee nor Cord leadership can implement them. These parties have never had them in their Agendas since they begun ruling us and CANNOT be entrusted nor trusted to implement them. Once these measures are implemented, Kenya will directly harness an additional more than Ksh. 500 billion a year. We are losing these Ksh.500 billion now as we speak- which can employ more than 4million Kenyans for Ksh.10,000 per month. Over 50% (20million) Kenyans earn less than Ksh. 4,000 per month. You can thus see the origins of the huge unemployment in Kenya today. About 65% (2.4million) of youths are totally jobless. 1. ALL Cord and Jubilee MPs have over the years awarded themselves huge incomes running in millions as Appendix 1 shows (see the main Manifesto). They have increased their incomes by margins of: 2,690% in 1968; 50% in 1975 and 1986; 90% in 1994; 8, 580% (allowances) in 2003. Their total incomes then rose to Ksh. 851,000. Our MPs earn more than MPs/Senators in USA, Canada, UK, China, Germany, Scandinavian States, etc yet these countries and their citizens are far richer than Kenya and Kenyans. Current total incomes for President, Deputy President, Speakers, and all MPs, Senators, Governors etc range between Ksh. 1.2-2million per month. Parliamentarians demand cash allowances so as to attend parliament- the very purpose for which we actually elected them for. For long they refused to pay taxes despite earning over Ksh.1.2million saying they were being underpaid. In 2013, they awarded themselves Ksh. 9.3million each as bonus/ good bye package. They had done the same in 2007 awarding themselves Ksh. 5.9million each. These greed must be ended once and for all. In Sept. 2014, the 67 Senators demanded increased pay to Ksh. 2.4million per month and Ksh. 2.4 million for offices. The MCAs list of allowances demands is very long including “Spouses Loneliness Allowance”. These both MCAs and Senators demands for a lavish living will cost us about Ksh. 13BILLION per year. Retired Presidents (Moi and Kibaki) receive about Ksh. 1million a month and cost tax-payers about Ksh. 150 million per year. Another extravagance is in the offices of the First and Second Ladies. They cost tax-payers about Ksh.225million per year. The Retirement Benefits to be given to each: retired Prime Ministers (Raila, etc), Deputy Presidents, (Kalonzo, Ruto, etc), is about Ksh.100million per year (close to Ksh. 9million per month). Commissioners in bodies like CIC, IEBC, JSC, retired Anti-Corruption Commission heads, etc earn millions per year. In short, senior leaders in Kenya cost us billions per year. These leaders in service now or in retirement still earn millions per month from their private investments. Contrast these to millions of Kenyans who are desperately, catastrophically and horribly poor they can’t afford even Ksh. 50. These strange elitist payments and inequality is quite puzzling and my Government will get to the bottom of it. 2. The above diabolical actions by our leaders cannot be tolerated any further. My government will reduce these incomes levels by 50%-70% while ensuring a dignified living for our serving and retired leaders. My Government will in 2017 cap the highest monthly INCOMES (salary+all allowances before tax) as follows: MPs, Senators, Governors, etc-Ksh. 500,000; Deputy President-Ksh.600,000 and President-Ksh. 700,000; Commissioners, Constitutional Offices-Ksh. 500,000 etc. 3. All those seeking elective positions in the Chama Cha Maslahi Ya Wakenya will SIGN LEGALLY BINDING AND IRREVOCABLE DECLARATION/AFFIDAVIT accepting the incomes. As voters, you thus do not have to worry whether we shall keep our word or not. We mean what we say. We guarantee to keep our word. The legal document will be sufficient to prosecute anyone who fails to adhere to it. The Office of the Defender of Public Good will be established to prosecute leaders who fail to keep their words. My Government plans to bring to the end the culture of lies that our past and present leaders have fed us with. I guarantee you my Team wont betray you. TRUST is central in my Presidential Agenda and in the Manifesto of Chama Cha Maslahi Ya Wakenya. 4. My Administration will establish a SPECIAL FUND where the savings realized from the above cuts will be deposited. The Fund will be a permanent legacy that will remind Kenyans of the greed of our leaders that made us Kenyans so poor and hence our children in future shall stand up against such exploitation and the elites broad day-light officialdom robbery without violence. The Savings will be used as part of the Kazi Pap Program that aims to employ 400,000 Kenyans and provide other key services to Kenyans such as health, educational bursaries, help to the vulnerable people, etc. COMING NEXT- POLICY ON INCREMENTS OF INCOMES OF ELECTED LEADERSHIP; Measures focusing on performance of Elected Chambers; Ending undue Preferential Treatment to Leadership; Ending Politically-engineered killings/displacements- e.g.- Moyale, Mandera, etc; and many other policies and programs.
