Driven by expensive mandates to fund education, the governor’s proposed $39 billion biennium budget — and the slew of new taxes he’d create to fund it — will be the hottest topic during the state’s 2015 legislative session, which begins Monday. Initiative 1351, which was narrowly approved by voters in November, requires the state to reduce class sizes in public schools, but proposes no source to fund the extra teachers and classroom space necessary to get it done.
