During the negotiations, Kerry kept hinting that, if the Palestinian and Israeli negotiators were unable to agree on a proposal on their own, Kerry would put an American proposal on the table. With the negotiations at an obvious impasse for months, I just could not understand why Kerry did not do what he said he would. Now that the American mediators have told Israeli journalist Nahum Barnea the details of what really happened during the negotiations, I finally have my answer. Kerry DID put an extensive and comprehensive American proposal on the table including a detailed computer generated map of the borders: These were the basic provisions of that proposal: 1. Palestine would be demilitarized. 2. The borders of Israel were drawn to include 80% of the settlers. 3. The IDF would continue to maintain security presence in sensitive areas including the Jordan valley for five years. After that American military would take over security in those areas. 4. Jewish neighborhoods in East Jerusalem would remain under Israeli sovereignty. 5. The return of any Palestinian refugees to Israel would be determined by Israels willingness to accept them. President Abbas of Palestine accepted the agreement including ALL the above provisions. .
