EARLY BIRD NEWS WITH Orange Uganda: 2013 UWEZO EAST AFRICA LEARNING ASSESSMENT REPORT OUT: The 2013 Uwezo East Africa Learning Assessment report which provides key comparative data on basic literacy and numeracy across the three East African countries of Kenya, Tanzania and Uganda has been released. The report presents the findings of surveys, implemented in Kenya, Tanzania and Uganda in 2012. The principal finding in this report, is that children are not learning and acquiring the foundational skills of literacy and numeracy consistent with the official curricular requirements in their countries. The low learning levels suggest a continued crisis that demands attention. INTERPOL UGANDA WRITES TO BOTSWANA OVER ARRESTED UGANDAN DOCTORS:Interpol Uganda has written to its counterpart in Botswana concerning two Ugandan medical doctors arrested there. Recent media reports had it that authorities in Botswana last week arrested two Ugandan doctors over allegations that the duo had connections and were illegally operating a private clinic near the country’s capital city, Gaborone. CLAUSE 41 IN HIV/AIDS CONTROL BILL CRITICISED: Activists are crying foul after Parliament passed clause 41 in HIV/Aids control bill. Clause 41 (1) of the Bill states that a person who willfully and intentionally transmits HIV to another person commits an offence and on conviction shall be liable to 4.8 million shillings or to imprisonment for a term not more than ten years or both. RUSSIA CELEBRATES: Russia is poised to hold its annual Victory Day parade in Moscows Red Square amid a surge of patriotism kindled by its annexation of Crimea. A similar event marking the Soviet victory in World War Two will be held in the Crimean port of Sevastopol. US SPECIALIST TEAM IN NIGERIA TO FREE ABDUCTED GIRLS: US Secretary of State John Kerry has said a specialist team is set to start work in Nigeria to help find more than 200 schoolgirls kidnapped by the Islamist group Boko Haram in Nigeria. He said the US team, working with the Nigerian government, would do everything possible to free the girls. VATICAN JOINS THE CALL: The Vatican too has joined the world to appeal for the release of the abducted Nigerian girls. Vatican spokesman Federico Lombardi condemned the terrorists’ act saying it was the latest of the horrible acts of violence that have characterised the activity of this group in Nigeria for a long time. Nigeria in all this has been criticised for its slow response to the kidnappings. APPLE TO BUY DR DRE’S BEATS ELECTRONICS: Technology giant Apple is in talks to buy headphone maker and music-streaming service provider Beats Electronics, according to various media reports. Apple is believed to be finalising the deal to buy Beats Electronics for $3.2billion. The firm, founded by music producer Jimmy Iovine and the hip-hop star Dr Dre, is best known for its unique headphones. NAGGING DRAWS MEN CLOSER TO THEIR GRAVES; RESEARCH: Research has found that ‘excessive demands’ from partners, family or those living nearby can more than double the risk of death of men in middle-age. It is therefore a warning for any man who feels he is being constantly nagged by his wife, the children or even the neighbours. Danish researchers who carried out the study say the stress caused by arguments can lead to heart disease and also lower the immune system leading to other health problems.
