EDITORIAL:... Our position on constitution writing remains consistent. We have argued for the promulgation of a constitution through consensus, at least among the four major political parties, and that the ruling parties should not over-read the mandate of the 2013 elections as a vote to roll back gains made after 2006. ... But if all efforts fail, the parties will have to find a way forward within the CA process, not outside it. (The Kathmandu Post, p6, Jan 21).
