ELECTION MANIFESTO OF HON NDUDI GODWIN ELUMELU 2015-2019 MANIFESTO FOR PORGRAMME IMPLEMENTATION FROM 2015 TO 2019 This Policy thrust envisages the development of the Socio/Economic sectors of Delta State through Public Private Participation (PPP) and Joint Venture Initiatives (JVI) from within and outside the Country. This should immediately tackle the issue of unemployment in Delta State. My Government will restore trust and confidence in Governance by addressing the genuine needs of the communities through involvement of Community leaders, Royal fathers and Opinion leaders in the choice of sitting of projects. My Government will embark on aggressive skill acquisition programmes geared towards job creation. All ongoing projects will be continued and completed at shortest time. EDUCATION My Government will: • Enforce compulsory basic education. • Make education available, accessible and affordable to all. • Improve the quality of education at all levels. • Enhance the efficiency, resourcefulness and competence of teachers and other educational personnel through training and other measures. • Mobilize and develop partnership with private sector and local community to support and fund education. • Enrich and diversify curricular so as to emphasize integrated skill development at the basic educational level and judicious mix of intellectual and practical skill development at all levels. • Regularly supervise, monitor and evaluate the entire educational system. • Encourage private and voluntary organizations to establish educational institutions at all levels subject to compliance and adherence to existing government policies. • Ensure free education up to JSS level. • Revamp and revolutionize the tertiary education level. HEALTH The overall Policy will generally continue to offer free maternal care for children and mothers in maternity homes. The specific elements of the Objective include: • Increase in the life expectancy of Deltans through improvement of healthcare services. • Ensuring universal access to basic health care and reproductive health • Improvement of maternal child health. • Strengthen Local Government’s capacity in primary health care management by collaborating with National Primary Health Care Development Agency (NPHCDA). • Develop and implement a strategy to enhance community participation in providing and financing health services by ensuring the domestication of the provisions of National Health Insurance Commission Act in Delta State whenever the Act is passed by National Assembly so that Deltans can have access to affordable health care financing. AGRICULTURE My Government will: • Encourage agricultural credit support schemes. • Facilitate access to cheaper and better agricultural inputs, including farm tools, chemicals, fertilizers, improved seedlings and fingerlings and livestock breeds. • Encourage plantation agriculture and production of farm animals. RURAL DEVELOPMENT My Government will: • Encourage the establishment of small scale micro and cottage industries in rural areas. • Improve the cooperative society system in the rural areas. • Cooperate with NGOs and multilateral agencies in the empowerment of rural communities. • Accelerate rural electrification to achieve 100% power supply by 2019. POWER SUPPLY My Government will: • Promote the supply and use of other sources of energy such as solar, biomass, wind and coal. • Continue investments in power generation and distribution lines statewide. • Collaborate with Transcorp Ughelli Power Station and other existing power generating companies namely Sapele Power Station, Ihobo Power Station in Benin etc so as to increase the capacity to provide electricity to all Deltans, enhance their income generating capacity and thereby boost economic development of the State. WATER RESOURCES My Government will: • Continue the expansion and improvement of the rural water supply and sanitation schemes in the State. • Encourage private sector participation in water resources development, supply and management. • Collaborate with Federal Ministry of Water Resources to ensure the completion of on all ongoing Dams in the State most especially Ogwuashi-Uku Dam and any other Dam under construction. WATER TRANSPORTATION My Government will: • Encourage private sector involvement in the development of water transportation at all levels, including dredging inland waterways and seaports. AVIATION AIR TRANSPORT My Government will: • Provide affordable and alternative means of domestic transportation • Continue the maintenance and upgrading of infrastructure at the Airport. • Equip local airports with modern and adequate facilities. • Allow and encourage private operators to provide facilities needed for their operations. • Develop local manpower and maintenance capacity. • Adopt measures to achieve total radar coverage of Delta State Airspace. • Establish an effective/efficient emergency rescue unit. INTERNAL SECURITY My Government will: • Refine the methods of recruitment to ensure credible intake into the force. • Implement reforms that will address the retaining of personnel, improved logistics, ensure effective supervision and control of personnel. • Pursue vigorous re-orientation programmes to be instituted to create people friendly security personnel. • Strengthen early warning and response mechanisms which aim at reinvigorating old structures and creating new ones, to analyze and disseminate data and intervene as necessary. • Mainstream conflict resolution into structures and processes that encourage a culture of peace, in which conflicts are addressed before they degenerate into violence and creating incentives for peaceful groups. PETROLEUM RESOURCES My Government will: • Vigorously eliminate gas flaring by partnering with foreign investors to convert gas into economically advantageous projects. • Lay gas pipelines across the State to enable industries access to cheaper and steadier energy source. SOLID MINERALS My Government will: • Adopt measures to boost domestic demand, ensure value addition and provide relevant information to investors. • Carry out environmental impact assessment to curtail the adverse effects of operations on local communities. • Update the database on solid mineral deposits in the State. • Encourage Private participation in the mining sector through transport licensing and privatization of State-owned mining assets. IRON & STEEL My Government will: • Revisit the privatization of Aladja Steel Factory and go into Public Private Participation arrangement to the benefit of the State Government. • Encourage Private sector participation. INDUSTRIALISATION, SCIENCE & TECHNOLOGY My Government will: • Encourage local technological initiatives and the development of scientific and technological attitude and culture among Deltans. • Implement Technology Park Initiative. • Intensify value addition R&D efforts involving the use of locally available raw materials. • Use Science & Technology to fast track growth and development under NEEDS. COMMUNICATION & INFORMATION My Government will: • Pursue local content policy in the manufacture of electrical and electronic equipments, communications and telecommunications equipments including handsets, accessories and components. • Foster enabling environment for developing software capacity. • Provide incentives to develop Industrial Parks in information and communications technology. ENVIRONMENT My Government will: • Improve the regular and proper disposal of household and industrial wastes • Ensure effective implementation of the Environmental Renewal Initiatives. YOUTH EMPOWERMENT My Government will: • Expand opportunities for vocational training and entrepreneurial development. • Sustain current campaigns against negative habits/practices, cultism, drug abuse, corruption, prostitution, women trafficking and child abuse and child trafficking. • Establish Youth Centers for Leadership Skill Development at State and LG levels. • Encourage involvement of youths in hobbies. WOMEN My Government will: • Ensure equitable representation of women in all aspects of State life including party organs. • Establish private/public sports training institutions. TOURISM My Government will: • Partner with Deltans in Nollywood & other entertainment sector towards charting a way for Government’s focus on Tourism. • Concession of existing tourist attractions centers and provide support infrastructure for tourism. • Encourage private sector investment in the tourism sector and participation in the management of State Parks. • Improve security to encourage foreign tourists to visit Delta State. • Support the preservation of historic monuments sites in Delta State as tourist attraction centers. • Further create enabling environment for Nollywood to operate in Delta State in atmosphere of peace and security. EMPLOYMENT, LABOUR & WAGES My Government will: • Renew wage structure and wage rates in line with the prevailing economic realities. • Support representation of labour in all organs of Government dealing with the affairs of working people. PUBLIC SERVICE My Government will: • Right-size the public sector and eliminate ghost workers. • Restore professionalism of the Civil Service through rigorous capacity development. • Rationalize, restructure and strengthen institutions. • Reduce waste and improvement of efficiency of Government expenditure. • Enhance economic coordination. IMPLEMENTATION Implementation is critical to the achievement of all the above set objectives, goals and targets. It is viewed to be invaluable in ensuring continuity of laudable policies and programs of the present administration. Monitoring and evaluation as an effective tool for management and tracking of developments shall be employed by my Government to assess performance. Critical variables and criteria will be developed and used in the regular monitoring of performance. CONCLUSION In the light of the above, monitoring and evaluation framework will be designed and used for regular monitoring of performance of specific officials. • My Government will restore trust, confidence and unity in the Party and ensure respect for Party leadership at all levels. • My Government will ensure genuine reconciliation of Party faithful and empowerment. • My Government will restore the dignity of traditional institution by making Royal fathers more relevant and visible in governance particularly at the Local Government Area.
